Job description

This position is located at the NCA Scheduling Office in St. Louis, Missouri. The National Cemetery Scheduling Office (NCSO) is a national call center responsible for delivering exceptional customer service to support Veterans and their eligible dependents for scheduling burials and memorial services in a VA National Cemetery.Qualifications:To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 06/10/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade.
Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Specialized Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
  1. Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
  2. Supervising or administering a training program.
  3. Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
  4. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
  5. Must possess and maintain a vaild REAL ID driver's license.
You may qualify based on your experience and/or education, as described below:
  • GS-9 Specialized Experience:
  • You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develop program objectives into viable programs; Develop essential surveys and questionnaires to evaluate training needs and training outcomes; Instruct courses covering a wide variety of topics; Use a variety of teaching modalities to meet learners' needs; organize and interpret course materials to best communicate and motivate learning; Apply principles, practices, and techniques of adult learning and use effective oral and written communication skills; Collect, collate, research, analyze track and trend educational program information; Provide technical input for purchasing training; Develop and deliver briefings, develop surveys, questionnaires, assessments, spreadsheets, statistical and administrative reports; Develop guidelines, instructional methods, materials, etc., and new or improved applications of educational technology to training programs (This must be support in your resume).

  • Education: Applicants may substitute education for the required experience. To qualify based on education for the GS-09 grade level you must have master's or equivalent graduate degree OR two full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to perform the work.

Physical Requirements: Work is mainly sedentary in nature, however, standing, walking, bending, stooping and lifting of administrative records, registers and other small items is required by the position.
