Job description

Responsibilities
We are seeking a highly skilled and innovative Applications Manager to join our team in the greater DMV area, supporting the Army National Guard.
Key Responsibilities
  • Direct planning, execution, and oversight of enterprise application services.
  • Manage task scope, schedules, priorities, deliverables, and resource allocation.
  • Assign work, balance workloads, and ensure service performance meets program commitments.
  • Establish task-level governance, performance metrics (SLAs/KPIs), and reporting mechanisms.
  • Coordinate with program leadership, architects, development teams, vendors, and stakeholders.
  • Oversee application lifecycle: sustainment, enhancements, integrations, deployments, and transition activities.
  • Identify, assess, and mitigate technical, operational, and resource risks to delivery.
  • Produce status reports, recommendations, decision support briefings, and action trackers for program management.
  • Ensure compliance with security, configuration management, and change control processes.

Qualifications
Required Qualifications
  • Minimum of 16 years with BS/BA; Minimum of 14 years with MS/MA; Minimum of 10 years with Ph.D.
  • Clearance: TS/SCI (active)
  • Education / Training / Certification: Candidate must meet ONE of the following:
    • Bachelor's degree in Computer Science, Cybersecurity, Data Science, Information Systems, Information Technology, or Software Engineering; OR
    • Relevant DoD/Military training (e.g., Cyber 101; IT Project Manager (Advanced) Playlist); OR
    • Relevant certification (see list below).
  • Demonstrated experience: Minimum 8-12 years managing enterprise application services, program-level application delivery, or similar roles.
  • Proven skills in application lifecycle management, vendor coordination, resource allocation, governance, metrics-driven reporting, and stakeholder engagement.
  • Strong written/briefing skills for senior leadership.

Acceptable Certifications (one or more preferred)
  • RCCE Level 1, CCISO, CCSP, CISA, CISM, CISSP, CISSP-ISSEP, CISSP-ISSMP, DAWIA PM Advanced, FITSP-A, FITSP-M, GFACT, GSLC

Desired / Preferred
  • Prior DoD/DoD enterprise or mission IT program experience
  • Experience with enterprise architectures, cloud migrations (AWS/Azure), CI/CD, microservices, and integration platforms
  • Prior program management experience in classified environments
  • Familiarity with Agile/DevSecOps practices and ITIL/process frameworks

Target Salary Range
$146,000 - $234,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
