Description:

Oneida Professional Services is seeking an Applications Manager to support the Defense Information School (DINFOS) Technology & Logistics Support Services contract at Fort Meade, Maryland. This position is responsible for leading the development, implementation, enhancement, and sustainment of multiple software applications supporting DINFOS academic, administrative, and mission requirements.

The Applications Manager will oversee the full Software Development Life Cycle (SDLC), manage application development teams, coordinate with stakeholders to gather requirements, and ensure applications are secure, reliable, and aligned with organizational objectives. The successful candidate will combine technical expertise with leadership skills to drive innovation and deliver high-quality software solutions in a dynamic educational and military environment.

Key Responsibilities

  • Lead and manage the development, implementation, maintenance, and support of multiple software applications supporting DINFOS operations.
  • Oversee all phases of the Software Development Life Cycle (SDLC), including requirements gathering, design, development, testing, deployment, and sustainment.
  • Collaborate with government stakeholders and end users to gather, analyze, and translate business and technical requirements into application solutions.
  • Direct the development of prototypes, user interfaces, use cases, workflows, and screen layouts to support application modernization and enhancement efforts.
  • Manage application development teams and coordinate project schedules, priorities, resources, and deliverables.
  • Resolve resource conflicts and adjust priorities to ensure successful project execution and operational support.
  • Evaluate emerging technologies and recommend innovative solutions to improve application performance, functionality, and user experience.
  • Ensure application security, availability, reliability, and compliance with applicable cybersecurity requirements and best practices.
  • Oversee application infrastructure, database integration, and system interoperability efforts.
  • Develop and maintain technical documentation, project plans, status reports, and application support procedures.
  • Coordinate with infrastructure, network, cybersecurity, and service desk teams to support enterprise application operations.
Requirements:

Required Qualifications

  • Bachelor’s degree in Software Engineering, Computer Science, Information Systems, or a related technical discipline.
  • Minimum of five (5) years of experience in software development and technical team management.
  • Demonstrated experience managing application development projects through the full SDLC.
  • Experience gathering, analyzing, and translating user requirements into technical solutions.
  • Strong knowledge of application security, application availability, and application infrastructure.
  • Experience with web application development, relational databases, data modeling, and software architecture.
  • Proficiency with programming languages and frameworks such as .NET and C++.
  • Knowledge of cybersecurity principles, secure coding practices, and data encryption methodologies.
  • Strong project management, organizational, and leadership skills.
  • Excellent written and verbal communication skills.

Preferred Qualifications

  • Experience supporting Department of Defense, military, or federal government organizations.
  • Experience supporting educational institutions, learning management systems, or academic technology environments.
  • Experience managing Agile, Scrum, or other modern software development methodologies.
  • Experience with cloud-based application development and deployment environments.
  • Familiarity with DevSecOps, CI/CD pipelines, and automated testing frameworks.
  • Relevant technical certifications in software development, project management, cloud technologies, or cybersecurity.
