What is ATS implementation?

ATS implementation refers to the process of setting up and integrating an Applicant Tracking System (ATS) within an organization’s recruitment workflow. This involves configuring the software to meet the company’s needs, importing or migrating data, training users, and ensuring smooth adoption among HR staff and hiring managers. A successful ATS implementation helps streamline recruitment, improve candidate management, and enhance reporting capabilities. Proper planning and customization are important to fully realize the benefits of an ATS.

What are the key skills and qualifications needed to thrive in ATS implementation?

To excel in ATS Implementation, you need a solid background in HR processes, project management, and technical aptitude, often supported by a degree in HR, IT, or business. Familiarity with leading applicant tracking systems (such as Greenhouse, iCIMS, or Workday), data migration tools, and relevant certifications like PMP or SHRM-CP are highly beneficial. Strong communication, problem-solving, and stakeholder management skills help professionals effectively gather requirements and ensure a smooth rollout. These competencies are essential to deliver seamless integrations, maximize system adoption, and support efficient recruitment workflows.

What are some common challenges faced during ATS implementation, and how can they be effectively managed?

One common challenge in ATS (Applicant Tracking System) implementation is ensuring seamless integration with existing HR systems and workflows. This often requires close collaboration with IT and HR teams to map out data migration and compatibility. Another challenge is user adoption—training staff to use the new system efficiently and addressing resistance to change is crucial. Clear communication, comprehensive training sessions, and ongoing support are essential strategies to overcome these hurdles and ensure a smooth transition.

Job description

Position: Director, HR Operations

Monogram Health is seeking a Director of HR Operations to lead and integrate the core operational functions of the Human Resources department. This senior people manager role is responsible for overseeing payroll operations, HRIS administration, applicant tracking system (ATS) implementation, HR Coordinator team management, and the adoption of AI-enabled HR tools and self-service capabilities. Reporting directly to the Head of Human Resources, the Director will serve as a key partner to Finance and will ensure HR operations are scalable, compliant, and technology-forward in support of Monogram’s rapid growth.

Responsibilities
  • Lead end-to-end, multi-state payroll operations, ensuring accurate and compliant processing of timekeeping, tax withholdings, garnishments, and deductions while driving standardization and scalability across a growing workforce.
  • Manage, coach, and develop payroll team members, fostering a high-performing, accountable, and continuously improving function.
  • Ensure accurate, timely quarterly and annual agency filings; manage all tax remittances and statutory reporting obligations.
  • Maintain Federal, State, and Local account IDs and tax rates in UKG in coordination with the HCM partner.
  • Serve as the primary lead for all payroll-related audits (workers’ compensation, financial, and regulatory), ensuring audit readiness, strong internal controls, and timely documentation.
  • Develop and maintain payroll policies, procedures, and controls aligned with applicable labor laws and company policy.
  • Monitor open cases with the HCM partner through resolution; maintain current system and training documentation.
  • Stay current on payroll, wage, and hour regulations at federal, state, and local levels and communicate material changes to leadership and impacted stakeholders.
  • Partner closely with Accounting and Finance to support payroll funding, bank interfaces, general ledger mapping, journal entries, and financial reporting accuracy.
  • Provide payroll performance reporting, trend analysis, and risk identification to senior leadership and Finance, offering strategic insights to support operational and financial decision-making.
  • Collaborate cross-functionally with HR, Finance, and Operations on workforce planning, compensation modeling, and business initiatives requiring payroll or HRIS data.
  • Own HRIS administration including system configuration, data integrity, user access management, and integration with downstream systems.
  • Lead or co-lead the evaluation, implementation, and change management for a new Applicant Tracking System (ATS), partnering with Talent Acquisition, IT, and vendor stakeholders to ensure an on-time, on-budget deployment.
  • Establish HRIS governance standards including data definitions, audit procedures, and system documentation to ensure a single source of truth for employee data.
  • Drive continuous process improvement by testing, deploying, and measuring enhancements across payroll and HRIS workflows.
  • Maintain accurate employee data across new hires, terminations, and transfers in coordination with HR Business Partners and Talent Acquisition.
  • Champion the adoption of AI-powered HR tools, including self-service chatbots, automated HR inquiry routing, and intelligent document generation, to reduce administrative burden and improve the employee experience.
  • Evaluate and implement AI-assisted capabilities within UKG and adjacent platforms (e.g., payroll anomaly detection, scheduling optimization, benefits enrollment automation).
  • Partner with IT and vendors to assess, pilot, and scale conversational AI and self-service features that enable employees and managers to resolve HR questions without direct HR intervention.
  • Establish metrics to evaluate adoption, deflection rates, and satisfaction for self-service and AI-enabled HR tools; iterate based on results.
  • Directly manage a team of HR Coordinators, providing coaching, development, workload prioritization, and performance management to build a high-performing operations team.
  • Define team operating rhythms, SLAs, and quality standards for HR administrative functions including onboarding, offboarding, employment verifications, and compliance tracking.
  • Build and maintain relationships with external vendors including benefits providers, tax agencies, HRIS/ATS vendors, and payroll service providers.
  • Regularly engage with senior leadership to present HR operational performance, trends, and risk areas.
  • Develop and maintain HR department policies, procedures, and internal controls aligned with federal, state, and local employment law requirements.
Position Requirements
  • Bachelor’s degree in Human Resources, Business Administration, Accounting, Finance, or a related field, or equivalent relevant experience, required.
  • Minimum of five (5) years of progressive HR operations experience, including at least 3 years in a management or director-level capacity overseeing multiple HR functions.
  • Minimum of 5 years of experience managing multi-state payroll operations.
  • Demonstrated experience leading or supporting an HRIS or ATS implementation from evaluation through go-live.
  • Experience with UKG Pro (HCM) and Workforce Management required.
  • Familiarity with AI-enabled HR tools, self-service portals, and chatbot platforms (e.g., UKG Bryte AI, Leena AI, ServiceNow HR, or comparable).
  • Advanced proficiency in Microsoft Excel including formulas and pivot tables; experience with HRIS/payroll systems and database management.
  • Proven ability to analyze data, generate reports, and present findings clearly to stakeholders at all levels of the organization.
  • Strong knowledge of federal, state, and local payroll regulations including wage and hour laws.
  • Understanding of HR policies, procedures, and employment law compliance in a multi-state environment.
  • Demonstrated ability to identify process inefficiencies and implement scalable improvements across payroll, HRIS, and related functions.
  • Excellent organizational, analytical, and communication skills with the ability to manage multiple priorities in a fast-paced environment.
  • Proven track record of vendor management and cross-functional collaboration, particularly with Finance and IT.
  • Self-motivated, proactive leader who sets high standards for the team and drives accountability through clear expectations and coaching.
Benefits
