Description
The Maryland-National Capital Park and Planning Commission (M-NCPPC), Department of Human Resources and Management, Human Resources Division is seeking a highly motivated and outgoing Term Contract Corporate Human Resources Specialist II (Senior Corporate Recruiting Specialist) for the Recruitment and Selection Services (RSS) Unit.
We are in search of a seasoned professional to work closely with departmental hiring managers, HR staff, and administrative staff to develop recruitment strategies to fill all types of vacancies in a timely manner supporting all departments within The Commission, including two Park Police divisions. The successful candidate may represent M-NCPPC at career fairs and other recruitment events and will champion The Commission as an "employer of choice".
The successful candidate will be involved in supporting current staff Recruiters and also providing technical support involved with the transition to a new Enterprise Resource Planning (ERP) system and an associated Human Capital Management (HCM), and Applicant Tracking System (ATS).
The ideal candidate must be very customer-focused, team-oriented, results-driven and possess strong organizational, analytical and communication (verbal and written) skills. The ability to be flexible, support multiple projects simultaneously, manage time effectively, and adjust to different customers is crucial.
This position requires the ability to establish trust and credibility, work independently, and operate collaboratively in a team environment. Must be capable of effectively managing and coordinating positive work partnerships with multiple staff levels and meet deadlines consistently.
May require some evening and weekend work depending on the needs of the unit. This is a hybrid work opportunity and some remote work is permissible. The M-NCPPC is an award-winning bi-county agency that supports the Departments of Parks & Recreation and Planning in Prince George's County and the Departments of Parks and Planning in Montgomery County in Maryland.
Salary range above represents earning potential, salary is commensurate with experience. Salaries for Term Contract employees are hourly based on a 37.5-hour work week.
Examples of Important Duties
  • Writes and places job announcements, advertisements for NEOGOV Applicant Tracking System and external job boards.
  • Reviews applications/resumes to determine qualified applicants.
  • Refers qualified candidates to departmental hiring managers for Seasonal and Career positions.
  • Attends career fairs/recruitment events.
  • Research labor market to identify non-traditional or alternative sources of candidates.
  • Makes job offers and negotiates salaries.
  • Provides statistical data/metrics on recruitments, updates reports using Microsoft Office tools.
  • Closes out employment records and provides on-boarding support.
  • Provides team, task and process leadership for more junior RSS Unit recruiting and administrative support staff.
  • Attends ERP/HCM/ATS implementation meetings and provides summaries of actions taken or input required. Participates in creating documented workflows and other work products to guide implementation of features. Performs preparatory transitional activities such as data mapping and clean-up.
  • Uses prior technical support skills, ERP/HCM/ATS experience, systems administrator and/or recruitment coordinator skills to improve quality of user acceptance testing and implementation. Responds to inquiries and data requests from our implementation partner to support our Recruitment Subject Matter Expert.
  • Keeps abreast of new staffing trends; implements process improvement strategies
  • Assists with administration of employment testing.

Preferred Qualifications
  1. Prior experience with a large-company, integrated ERP/HCM/ATS such as Workday, SAP SuccessFactors, Oracle HCM Cloud, and/or UKG Pro as a systems administrator, HR/recruiting coordinator, project specialist, and/or subject matter expert.
  2. Extra credit if you have been involved in any of the above roles during an ERP/HCM/ATS implementation.
  3. Experience with legacy ATS, NeoGov, is helpful.

Minimum Qualifications
  1. Bachelor's Degree in Human Resources Management or any related field.
  2. Two (2) years of experience performing HR work in the assigned program(s).
  3. An equivalent combination of education and experience may be substituted, which total six (6) years.
  4. Certifications in the area of expertise are desired (i.e., Certified Compensation Professional (CCP), SHRM Certified Professional (SHRM-CP), SHRM Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR), Professional in Talent Development (ATD), Certified Employee Benefits Specialist (CEBS).
  5. Valid driver's license in accordance with both state and Commission rules and regulations. Driver's license must be unencumbered by revocations, suspensions, or points that could limit the employee's ability to drive Commission vehicles or perform driving duties required by the position of assignment.
