We are seeking an experienced Measurement and Verification (M&V) Engineer to join our Federal team supporting key projects in Washington DC. The M&V engineer will be responsible for tracking and enhancing performance of installed Energy Conservation Measures (ECMs); utilizing advanced analytics to identify potential performance issues and optimize system operation; preparing and presenting formal M&V reports; coordinating service activities; and consulting with our customer on the potential effects of implementing facility renovations on energy efficiency, reliability, resilience, and costs. As Senior M&V Engineer, your office will be located in our client's facility where you will serve as our client's primary point of contact and serve as a trusted energy advisor throughout the 20+ year project Performance Period.

Location: Primarily location will be at the Ronald Reagan Building and International Trade Center

As a Senior M&V Engineer, you will:

  • Hold overall responsibility for managing the M&V process, schedule, and delivery costs. Ensure quality control of M&V measurement, reporting and documentation. Establish, track, and report performance metrics.
  • Lead the transition between project construction and the Performance Period phase. Provide Post-Installation M&V services and support our Construction team with ECM commissioning activities and reporting. This includes collection of Post-Installation measurements and data in accordance with the project M&V plan; calculating and validating the potential for the installed ECMs to meet guaranteed energy, water, and Operations and Maintenance (O&M) cost savings; preparing the Post-Installation M&V Report; presenting the M&V Report to the customer; and addressing customer comments and questions needed for the customer to accept the M&V Report.
  • Lead the performance validation and M&V efforts throughout the ESPC Performance Period. SkySpark data analytics will serve as your primary tool in the continuous monitoring of equipment and system performance. In addition to mastering the use of SkySpark, you will utilize data trending via the building automation system and chiller plant optimization system, submetered utility data, instantaneous measurement of ECM performance variables, review of customer provided maintenance and repair records, utility bill analysis, and equipment and operational inspections within the M&V effort.
  • Utilize the SkySpark data analytics tool and knowledge gained through the performance management and M&V efforts to develop and implement on-going commissioning and optimization of ECM operation to maximize customer benefit of the ESPC. Quantify and document these additive improvements to energy efficiency, utility cost reduction, and mission readiness.
  • Lead M&V and performance reporting meetings with our customer and Federal agency leadership monthly with formal M&V Reports submitted annually.
  • Coordinate with the Johnson Controls service team and the customer O&M team to ensure that Performance Period maintenance and repair services are performed on schedule and compliant with the ESPC contract. Document services provided by the Johnson Controls service team and customer provided maintenance and repair services. Document inconsistencies between the services performed and those required, per the ESPC contract, for proper ECM performance.
  • Support the Federal Engineering Development Team members in the development of M&V plans and baselines for future project opportunities. Review data collected and all calculations used to calculate savings for accuracy, ensuring that the calculation output and savings are consistent and achievable throughout the life of the contract.
  • Keep the customer informed of the latest products and services. Assist customers with the adoption, utilization, and realization of value with continually evolving technology
  • Provide predictable outcomes of revenue renewal and growth by accelerating the ease of customer adoption and demonstrating the value of Johnson Controls products and services.
  • Maintain customer satisfaction by being a source of technical support for Johnson Controls products.
  • Assist customers as needed with setting up and navigating programs or software associated with Johnson Controls products and services.
  • Facilitate service renewals and growth of service scope by keeping track of end dates and providing appropriate follow up to ensure on-time renewal and service growth.
  • Perform other related duties as assigned.

Required Qualifications:

  • 5+ years experience in Measurement and Verification (M&V), Energy Savings Performance Contracting (ESPC), and energy management.
  • 2+ years experience developing complex Energy Conservation Measures (ECMs) and/or M&V plans for complex Federal ESPC projects.
  • Demonstrated knowledge of the standard performance contracting tools, processes, and FEMP M&V protocols.
  • Experience in the development and implementation of a detailed M&V plan, gathering site measurements to evaluate ECM performance, root cause analysis in the event of a shortfall, documenting findings in accordance with federal ESPC guidelines, and reporting the results.
  • Experience in modeling and evaluating changes in operation from baseline conditions, as well as, potential customer-driven facility changes to determine and quantify the impact on energy consumption and cost.
  • Experience in troubleshooting ECM operational issues and developing and executing corrective action plans to eliminate or minimize the potential for savings shortfalls.
  • Expertise in computer software applications such as Microsoft Word, Excel, and PowerPoint.
  • Ability to work in a team environment consisting of the customer, customer's subcontractors, and peer employees.
  • Strong process orientation, report writing, and written communication skills.
  • Strong communication skills with the ability to translate technical knowledge to a non-technical audience.
  • Must be a US citizen with the ability to obtain and maintain required government security clearances as necessary (this involves a background/character, criminal history, employment, and credit check).

Preferred Qualifications:

  • Experience, understanding, and capability to operate building automation systems and central plant optimization controls.
  • Experience in implementation of a continuous commissioning and operational improvement program, utilizing meter and sensor-based data trending and advanced analytics, to optimize performance and energy efficiency.
  • Expertise in energy savings calculations and building modeling tools, such as eQUEST.
  • Working knowledge of GSA P100 Facilities Standards for the Public Building Services.
  • Working knowledge of Computerized Maintenance Management System (CMMS) software tools.
  • Ability to read and interpret construction drawings and specifications
  • Experience managing medium-sized projects and technical teams

Preferred Education and Certifications:

  • Bachelor's Degree in Engineering (MBA or other advanced degree preferred)
  • Professional Engineering License (PE)
  • Certified Energy Manager (CEM)
  • Certified Measurement & Verification Professional (CMVP)
