OVERVIEW

Assists the Executive Director with the development and implementation of the agency's resource development and marketing strategic plans. Manages all aspects of the agency's programs in Southern Arizona. Develops and implements new programs and services. The position will head the agency in the absence of the Executive Director & requires the ability to work closely with the business office staff and with staff from all levels of the organization, including the Chief Executive Officer (CEO). Position may from time to time be stressful and require a high demand of performance. May perform other tasks as assigned.

ESSENTIAL FUNCTIONS
  • Assures compliance with Federal, State, and local funding requirements for programs
  • Writes or assists with writing grants and proposals to increase agency funding resources
  • Works with the Executive Director in developing and implementing agencywide strategies
  • Develops program/agency materials, such as brochures, information cards, videos, etc. to support marketing and community education regarding services
  • Represents the interests of the programs with other agencies, funding sources, internal management, and the greater community
  • Reviews policies and procedures for program operations and recommends updates as needed
  • Maintains statistics and records and prepares or oversees preparation of all required program reports for submission to the appropriate agencies
  • Assists Executive Director in developing and monitoring agreements with outside agencies to maximize resources for program services as needed
  • Develops and participates in steering committees or network groups as needed to assist in the implementation of projects and enhance program services
  • Participates in and facilitates regular meetings with program staff, partner organizations, and outside agencies
  • Assists with developing, monitoring, and implementing budgets for services and programs
  • Participates in the development and implementation of a quality management plan to ensure that project goals are met, and corrective action taken when problems are identified
  • Authorizes program expenditures, evaluates directly supervised staff, and recommends salary adjustments and disciplinary action if needed

MINIMUM REQUIREMENTS

Suitable work experience may be considered as transferable skills in order to meet minimum requirements of the position and will be considered by the Executive Director of Human Resources.
  • Bachelor Degree in Social Services or related human service field
  • 3 years of experience supervising and managing programs
  • 3 years of experience in developing, managing, and analyzing budgets
  • 3 years of experience in proposal and grant management
  • Proven skills utilizing Microsoft Office Suite, including speed and accuracy in developing and maintaining reports and databases
  • Excellent organizational skills
  • Proven strong communication skills - oral and written are clear, concise, and in an organized fashion using appropriate style, grammar, and tone

REGULATORY
  • Must be at least 18 years of age
  • Valid driver license, proof of insurance, and 39-month motor vehicle report
  • Ability to obtain and maintain Arizona Level One Fingerprint Clearance Card and FBI National Criminal Records History Report (employer paid)
  • Pass pre-employment drug screen (incudes marijuana, regardless of recreational use laws) (employer paid)

DESIRED QUALIFICATIONS
  • Master Degree in related field
  • Bilingual in English and Spanish, verbal and written
  • Additional years of directly-related experience
