Galveston County Health District is seeking a Septic System Inspector!

This position is responsible for reviewing designs and conducting inspections of on-site sewage facilities (OSSF) and investigating complaints of OSSF sewage discharges.

Required:

  • Graduation from an accredited high school or equivalent required.
  • Possess the certification of Designated Representative (DR) from the Texas Commission on Environmental Quality (TCEQ), preferred, or the ability to obtain it within ninety (90) days of employment, based on the availability of class and testing.
  • Minimum of 2 years' experience in public or environmental health.
  • 1+ years septic experience strongly preferred.
  • Valid Texas Driver’s license.
  • Bilingual in Spanish preferred.
  • Ability to use office machines and equipment such as multi-line telephones, fax machines, voicemail, personal computers, printers, and copiers.
  • Ability to use basic computer skills and learn how to use inspection and database management program.
  • Ability to write accurate technical reports.
  • Ability to interact effectively with the public under what may be stressful situations.
  • Ability to make difficult decisions based on regulatory guidelines and departmental policies.
  • Ability for spur of the moment transportation without relying on organization vehicles.
  • Department of Motor Vehicle check may be required, if applicable.
  • Customer Service Oriented.
  • Excellent written and verbal communication skills.
  • Excellent Computer Skills MS Office.
  • Must be willing and able to work evening and weekend hours if necessary.
  • Must be in compliance with GCHD Immunizations policy.
  • Must be in compliance with ICS training requirements.
  • Must pass criminal background check and drug/alcohol screening.

 

An equivalent combination of education and work experience which appropriately demonstrates the knowledge, skills and abilities to perform the above described essential functions will be considered when hiring for this role. 


Traditional Duties:


OSSF Permitting and Inspections

  • Review permit applications and designs for On-Site Sewage Facilities (OSSFs).
  • Ensure that all required paperwork has been submitted for the permit.
  • Review OSSF design to ensure that system is being designed in accordance with Texas Commission on Environmental Quality (TCEQ) regulations.
  • Issue Authorization to Construct if all requirements are met.
  • Issue Notice of Construction Deficiency if all requirements are not met.
  • Inspect installed OSSF to ensure system was installed in accordance with TCEQ regulations and the design planning materials.
  • Issue OSSF Certificate of Completion if system passes inspection.
  • If system fails inspection, notify installer in writing of failed inspection, including the reason.
  • Prepares documentation for court actions on regulated locations.
  • Prepares reports on inspection findings, outlines violations of regulations, and recommends corrective action.
  • Prepares daily activity reports on inspections.
  • Prepares accurate technical reports.
  • Performs other duties as assigned by supervisor.


OSSF Complaints

  • Respond to all complaints regarding malfunctioning OSSF.
  • Notify homeowner of violations and requirements to correct the malfunction.
  • Perform follow-up site visits on complaints to ensure that malfunction has been corrected.
  • File complaints in Justice of the Peace (JP) court of jurisdiction for non-compliance.
