Senior Systems Analyst - Foreign Affairs

Remote Position - Full-time

Global C2 Integration Technologies is looking for talented and enthusiastic Senior Systems Analyst. You will be responsible for leading efforts to analyze and assess activities focused on U.S. Government security assistance efforts designed to build capacity in the law enforcement sector with foreign partners. You will provide GC2IT executive staff, Global Integration Support (GIS) PM, and government oversight staff with comprehensive analyses and assessments related to investigative and analytical activities in the law enforcement sector with foreign partners to support successful accomplishment of the DOJ/DOS GIS program, and identify efficiencies and improvements to processes. You will serve as the primary conduit for interpreting and passing operational requirements to engineering team.

Responsibilities:

  • Lead efforts to collect and analyze data to evaluate operations and processes and to facilitate complex decision-making.
  • Follow established modeling and evaluation methodologies to determine the effectiveness of current operational activities, identify problem areas and develop solutions.
  • Direct development of operational tests and validation models.
  • Oversee development of reports that outline and rank proposed solutions and present a range of possible alternatives.
  • Provide guidance to enhance and improve projects of high complexity utilizing multiple analytical and operations research resources.
  • Works on advanced, complex technical projects or business issues requiring state of the art technical or industry knowledge.
  • Use knowledge of foreign affairs, national security, law enforcement, counterterrorism, and intelligence communities to contribute to capacity building, policy development, and interagency coordination to build and sustain effective working relationships and solutions.
  • Help formulate policy and program recommendations related to ongoing programs and, in collaboration with program and government leads, refine policy and program objectives based on changes in U.S. Government priorities.
  • Facilitate internal review of program planning documents. Track a range of complex interactions with interagency partners at the highest levels, country teams, and foreign partners.
  • Liaise with the U.S. interagency to develop concepts that build capacity in foreign partners' law enforcement structure while satisfying objectives of each U.S. government stakeholder in engaging with Allies and Partners abroad.
  • Conduct assessments of the efficacy of ongoing programs using monitoring and evaluation processes, as well as evaluation of changes in legislation or the bilateral relationship.
  • Collaborate with country teams and representatives of foreign governments to ensure program success.

Minimum Skills Required:

· MS in international relations, political science, computer science, mathematics or similar degree and 10 years of relevant experience in software development. Ideal candidate has expertise in capacity building and/or security assistance efforts with foreign partners of the U.S. Government.

· Experience in coordinating with State Department regional and functional bureaus and with Embassy staff as it relates to implementation of capacity building programs.

· Possess superb writing, speaking, and interpersonal skills, including an ability to work effectively both independently and in a team or collaborative environment and to sustain professional networks both internal and external to the customer.

· Clearance: TS/SCI clearance is required.

Desired Skills:

· Experience evaluating fielded and developmental programs for process improvement, process deconstruction, and reporting.

· Excellent oral and written communication skills

· Excellent organizational skills

Eligibility:

  • Must be able to obtain and maintain TS/SCI Security Clearance
