We specialize in program and project management, capital planning and IT investment portfolio management, infrastructure support and application development deployment to include IT operations and maintenance. Raye IT is looking for a dynamic and energetic individual with solid technology and financial management background to join us as an IT Financial Budget Analyst to support a government client located in the Washington, D.C. area. The successful applicant will have the opportunity to affect enterprise-level initiatives and support decision-making for senior executives in a rapidly changing environment. The IT Financial Budget Analyst will be responsible for data management and analytics, developing the annual IT expenditure plan, and managing budget execution and reporting activities.

Desired qualities include good organization, planning, analysis, communications, and people skills and demonstrate extensive experience within the federal government sector performing financial management tasks.

Responsibilities:


  • Develop IT operating/spend plan, annually.
  • Maintain program budget and spend plan.
  • Manage multiple tracking worksheets and migrate data to/manage data using electronic portfolio management tool (OPPM).
  • Review budget plans for all activities, tracking obligated, committed, and expensed amounts against the plan
  • Support responses to financial data calls (recurring and ad hoc).
  • Reconcile program acquisition documentation for funding management, including tracking by funding type and monitoring funds' expiration.
  • Support various status reporting meetings, by developing agendas, documenting meeting minutes, resolving action items, and working with the CPIC analyst and Portfolio Management analyst to support the PMO Lead(s) as needed.
  • Other duties as assigned.
Minimum Skills and Experience:


  • 5-10 years of experience with CPIC, IT Portfolio Management, and/or IT Governance.
  • Experience and strong familiarity using an industry-standard capital planning tool or equivalent.
  • Strong analytics skills – able to create insightful visualization from CPIC data.
  • Advanced Excel skills.
  • Structured problem-solving.
  • Excellent verbal and written communication skills.
  • Ability to use multiple communication methods (written/visual) to work with all levels of staff.
  • Excellent organizational skills with the ability to coordinate multiple work streams, multi-task, and work well under tight deadlines.
  • Self-starter with the ability to perform and lead work independently.
  • Strong interpersonal skills and proven experience in building successful partnerships with business and technical groups.
  • Ability to interact effectively with a variety of contacts/relationships, including senior-level managers and technical SMEs

Desired Skills:

  • Federal Capital Planning and Investment Control (CPIC) experience.
  • Experience using the Oracle Primavera Project Portfolio Management (OPPM) Tool or similar.
  • Experience using the OMB MAX portal.
  • Experience designing, configuring, or using Application or SharePoint process automation.
  • Experience working with Power BI or Excel or Tableau visualizations.

Education/Certifications:
  • Bachelor's degree required.
  • U.S. Citizenship.
  • Ability to obtain and maintain Public Trust.
