Plan, along with government and private partners, fights against harmful gender norms and empowers young people to create positive change in their communities. Plan International USA is in the process of establishing the organizational strategy for FY23-27, in-line with the global strategy that has recently been rolled out, which includes ambitions to strengthen the USG funding portfolio to help support our global mission to advance girls’ rights.


To support our United States Government portfolio, Plan International USA is seeking a Business Development Manager (BDM) to join a 6-person BD team. The BD Manager will coordinate and support USG proposals, across the humanitarian funding streams, working closely with technical colleagues and colleagues in our country-offices to ensure that high-quality, compliant, and competitive proposals are submitted.


With a good understanding of USG funding mechanisms, the BD Manager will coordinate and support business development efforts across the business development cycle. Working closely with the Senior Director of BD and the wider BD team, the BD Manger will also support the implementation of the BD strategy, helping to ensure Plan International USA is well-positioned with the USG and potential partners.


The BD Manager will have a successful track record working on competitive USG proposals, with a proven track record and knowledge of managing proposals released under the USAID Bureau for Humanitarian Assistance (BHA) and Department of State (DOS) Bureau of Population, Refugees, and Migration (PRM) opportunities. Additional knowledge could include USAID, DOL, and/or DOS [ J/TIP, DRL]). The BD Manager will also form strong relationships with key stakeholders (both internal and external).

Essential Functions:

  • Identify and track relevant upcoming USG BHA and PRM funding opportunities through online portals, coordination with country offices and intelligence gathering.
  • Coordinate or support the development of live opportunities, both for country-based programs and global programs, including oversight of technical and cost proposals, and ensuring submission of competitive, high-quality, responsive proposals.
  • Coordinate or support all aspects of the capture stage with Humanitarian Assistance Team to support Country Offices in actively cultivating relationships with BHA/PRM counterparts in country.
  • Working with the pricing team, ensure the technical and cost proposals align.
  • Lead on advising on USAID/DOS rules, regulations and priorities, and associated implications for structuring the technical and cost proposals.
  • Represent Plan International USA’s BD interests at relevant meetings, events, and within resource mobilization or donor-specific peer networks, as it relates to USG funding streams.
  • Contribute to driving forward Plan International USA’s BD Strategy.
  • Contribute to the improvement of BD processes, tools and knowledge management.

Skills and Competencies:

  • Understanding of USG priorities and different funding mechanisms
  • Excellent communication skills, both written and verbal
  • Excellent technical skills in writing, editing, formatting, research, negotiation, and verbal communications
  • High level of attention to detail
  • Excellent interpersonal skills
  • Ability to coordinate multiple projects simultaneously, work well under pressure and meet deadlines in short timelines, including coordination with in-country and US based colleagues
  • Ability to collaborate with others and work as part of a team
  • Willingness to travel, sometimes with short notice, for specific assignments in country offices, as appropriate within COVID-19 guidelines
  • Demonstrated commitment to Plan International’s mission

Education and Experience:

  • Experience (3+ years) of managing proposal responses for BHA and PRM opportunities.
  • Additional experience with USG donors (including USAID, DOL, and/or DOS (J/TIP, DRL) and other humanitarian donors including UNHRC, ECHO etc.
  • Working knowledge of a second language preferable (French and/or Spanish preferred)
  • Bachelor’s degree in relevant field
