Position Overview: We are looking for a Mitigation and Conservation Planning Manager with extensive experience in environmental permitting and regulatory compliance. This role is pivotal in ensuring our projects align with environmental laws and regulations.

Key Qualifications:
- Substantial experience with CDFW 1600 & 2081 permits, FESA Section 7 consultation, and CWA Section 401 and 404.
- In-depth knowledge of the California Endangered Species Act, CDFW Lake/streambed alteration agreements, and Porter-Cologne Act.
- Minimum required education: Bachelor’s degree in biology, environmental law, or a related field. Master’s degree preferred.

 Minimum Requirements: 
  • Clean Water Act: Section 401 (Water Quality Certification), Section 402 (NPDES); Section 404 (Dredge/Fill). Experience dealing with the State Water resources Control Board (SWRCB), Regional Water Control Boards (RWQCBs) and the United States Army Corps of Engineers (USACE)
  • California Department of Fish and Wildlife (CDFW, Section 1602 and Section 2081 of the Fish and Game Code for the California Department of Fish and Wildlife.), 
  • United States Fish & Wildlife Service (USFWS, Section 7); US National Oceanic and Atmospheric Administration) /National Marine Fisheries Service (NOAA/NMFS) regulations and agency coordination. 
  • Federal (National Environmental Policy Act [NEPA]) and state (California Environmental Quality Act [CEQA]) environmental law and processes as well as other relevant state and federal laws and regulations. 
  • Ability to work independently, problem-solve through creative processes and establish partnerships with Authority staff, regulatory agencies, external contractors, project management, legal counsel, and other organizations. The individual must possess demonstrated project management abilities and experience working with complex permitting and environmental processes; be capable of presenting complex technical information in an easily understandable format and context; and function well in a fast-paced, changing environmental under demanding deadlines. 
 Job Summary: 
The mitigation and conservation planning manager works under the general direction of the California High Speed Rail Authority (Authority) director of environmental services (Environmental Services Branch) in coordination with the functional groups under the Environmental Services branch of the CHSR Program. 
 
Job Responsibilities:  
• Evaluating environmental commitments to assess unmet compensatory mitigation needs pertaining to biological, aquatic, and air quality resources.
• Identifying and evaluating opportunities to advance on-site and off-site conservation easements, mitigation banks, in-lieu fee programs, credits, or other tools to meet the compensatory mitigation needs of the Authority. This evaluation could include assessment of established mitigation banking opportunities and would require a detailed evaluation of prospectuses and technical documents. 
• Preparing and securing approval for off-site mitigation projects including site evaluation, supporting property acquisition, coordination with design consultants, coordination with Authority Environmental Services staff to evaluate and obtain environmental clearances, and coordination with federal, state, and local regulatory agencies to obtain permits and approvals. 
• Managing documentation related to the mitigation compliance.
• Coordinating with numerous staff at various branches across the Authority to ensure consistency with the Authority’s other activities, plans, goals, and policies. 
• Reviewing environmental documents for compliance with planned activities.
• Identifying gaps in CEQA/NEPA and permit coverage and recommend rectifying actions as appropriate.
• Scheduling regular meetings with Authority staff, as needed, to ensure robust communication and support for program objectives.

 Preferred Qualifications:
  • 10 years of experience supporting or developing mitigation solutions for projects in California, preferably in the Central Valley
  • Degree in environmental planning, environmental sciences, biology, geography, or a closely related field
  • Excellent analytical, verbal, and written communication skills
  • Familiarity with the planning and implementation process for major transportation or rail projects
  • Effectively use Microsoft Office Suite for analysis of data and presentations.

 Primary Location: | Remote with occasional work in Sacramento Office

Salary will be based on experience.
