General Engineer/ Architect: Planning, Design & Construction
Tucson, AZ

The Challenge:

The General Engineer/ Architect: Programming supports the 355th Civil Engineer Squadron (355 CES) at Davis Monthan AFB with programming of projects for future year execution. They perform enterprise business system data entry, prepare supporting documents, validate currency and completeness of BUILDER™ Sustainment Management System (SMS) data, work with

customers to define project requirements, prepare cost estimates, draft DD Form 1391s, and

advise the 355 CES on recommended procurement strategies. The General Engineer/ Architect: Programming assesses applicable cost basis, and investigates applicable

recent, relevant project data that could serve to improve fidelity of the cost estimate. All requirements will be completed in accordance with AFCEC business rules. In conjunction with the primary duty of programming, on a less frequent basis, they may perform work in the construction management, program/base development, and/or operations and maintenance (O&M) functions.

Principle Areas of Responsibility:

  • Evaluate and recommend programs and development plans for new construction, renovation, and improvements of real property facilities including utility systems, utilizing a professional knowledge of multi-discipline engineering.
  • Performs programming for the accomplishment of Facilities Sustainment, Restoration and Modernization (FSRM), decentralized Facilities Sustainment, Restoration and Modernization (dFSRM), military construction (MILCON), customer funded, mission partner, and/or operations and maintenance (O&M) programs/projects.
  • Ensures federal, state, and local codes concerning health, safety, and the environment are strictly adhered to in the programming, design, and construction of real property facilities.
  • Uses computers/computer software such as information management programs, computer aided design and drafting (CADD) programs, and project tracking programs to solve engineering/architectural problems and facilitate work.
  • Determines the validity, feasibility, achievability, and efficiency of a proposed project based on constraints related to scheduling, cost, manpower, etc.
  • Performs a wide range of engineering duties related to O&M functions to encompass the maintenance, repair, upgrade, and operation of infrastructure facilities and utilities.
  • Works with organizational managers, budget personnel, and engineering/architectural authorities to develop and gain approval for proposed facility programs/projects.
  • Assist in the coordination of and attend, all project development meetings, contract review meetings, pre-construction meetings, site visits, and other pertinent meetings to coordinate information with installation activities.
  • Other duties as assigned.

The Skills, Knowledge and Abilities We Seek:

  • Bachelor’s degree in engineering, Construction Management, or related degree.
  • 5 years of experience as a design engineer or project manager.
  • Relevant experience includes, but is not limited to, a comprehensive knowledge of engineering principles and analytical techniques in order to support complex engineering assignments relating to civil engineering disciplines (mechanical, civil, electrical, or architecture).
  • Must have experience in gathering data to solve complex technical problems and be able to follow established project related procedures and complete established project milestones.
  • Must have experience utilizing Microsoft Office applications, BUILDER, TRIRIGA /NEXGEN IT (desired), and E-Gordian/e4Clicks (desired), AutoCAD/ Revit (desired) at a minimum.
  • Ability to develop presentations and advocate for program items to the installation facility board and higher reviewing activities.
  • Must be able to develop and submit appropriate forms such as Base Civil Engineer Work Request and the Military Construction Project Data that validate the request requirement(s).
  • Ability to obtain and maintain a Security Clearance is required.
