Job Description

The WWW Interstate Planning Commission (WWW) is the Metropolitan Planning Organization (MPO) for Wood County, WV, and Washington County, OH. We support the network of transportation infrastructure in our service area by preparing planning documents, conducting transportation studies for safety and operations, collaborate with local, state, and federal officials, work with bicycle and pedestrian advocacy coordinator, and maintain regulatory compliance with transportation and air quality requirements.

WWW is seeking a Civil Engineering Associate to serve as the Transportation Specialist for surface transportation planning for the MPO. Under the supervision of the Director of Transportation Planning, the Transportation Specialist is responsible for preparing technical documents pertaining to transportation safety and operations. Those documents will include recommendations for improvements based on principals and guidance published by national and state agencies. Additionally, the Transportation Specialist will assist with site impact studies, intersection studies, corridor reviews, Long Range Transportation Planning, maintenance of the Transportation Improvement Program, air quality analysis, and Congestion Mitigation and Air Quality (CMAQ) qualification and analysis. The Transportation Specialist will aid in the development of bicycle and pedestrian plans, as well as analyze safety for those users and make recommendations for improvements based in current best practices. The Transportation Specialist will be responsible for data collection activities, field work to collect data and make observations, meetings with stakeholders, local, state, and federal officials, and other duties and activities as needed to support the work program of WWW.

Given the technical and advisory role of the Transportation Specialist, WWW is seeking applicants with a degree in Civil Engineering, Planning, or equivalent experience. This position will require the use of ArcGIS software for drafting and analysis, the ability to use Microsoft Office applications to break down big data into subsets suitable for detailed analysis, the ability to communicate effectively and write detailed reports, possess a knowledge of transportation planning/engineering principles and practices, and learn new software applications to facilitate transportation planning modeling such as Streetlight Insight.

This is a full-time position with a benefit package available to include paid holidays and personal time off.

● $47,000-$50,000 (based on education and experience)
● Full-time (35 hour work week)

Applicant qualifications include:

● Bachelor’s Degree in Civil Engineering, Planning, or equivalent experience
● Knowledge of transportation modeling and air quality regulations
● Ability to translate big data into subsets suitable for detailed analysis
● Ability to write and prepare technical reports
● Knowledge of Microsoft Office applications and ArcGIS
● Ability to communicate effectively

Responsibilities and duties:

● Preparation of planning/engineering studies, including but not limited to traffic safety studies, bicycle and pedestrian safety studies, site impact analysis, intersection studies, and corridor reviews.
● Data collection activities, including but not limited to crash data, traffic counts, turning movement counts, field observations, and current relevant research on improvement countermeasures.
● Assist with the development and maintenance of the Long Range Transportation Plan and Transportation Improvement Program.
● Assist with air quality conformity analysis, documentation, and final determination for the Long Range Transportation Plan and Transportation Improvement Program.
● Develop air quality analysis and request approval of Congestion Mitigation and Air Quality justifications on request.
● Work with state and local entities in identifying transportation deficiencies and improvement recommendations.
● Participate in local and regional bicycle and pedestrian advocacy groups and organizations.
● Other duties and activities as needed and required to support the transportation planning department.
