GENERAL SUMMARY
Plans, designs, and supervises the construction and maintenance of infrastructure projects with a focus on nature-based solutions. Performs hydrologic, hydraulic, and/or water quality modeling in support of planning and design. Manages projects and consultants.

ESSENTIAL DUTIES & RESPONSIBILITIES

- Supervises a team which may include graduate engineers, engineers-in-training, engineers, technicians, and/or planners. This includes managing workload, professional development, and other personnel management tasks.
- Oversees quality assurance for engineering tasks in the areas of design, construction oversight, and/or analysis.
- Performs engineering analysis, modeling, design, permitting, and construction management for civil or environmental projects with a focus on nature-based solutions.
- Reviews engineering reports, models, plans, and specifications developed by others.
- Performs field visits in support of modeling, design, construction oversight, and condition assessment.
- Manages assigned engineering projects and programs to include goal setting, project development, budget preparation, utilization of resources, project management, reporting, and public relations coordination.
- Coordinates, communicates, and documents activities with other departments, project partners, manufacturers, surveyors, and regulatory agencies.
- Works with consultants and coordinates the work of consultants.
- Performs related work as required.
SUPERVISORY REQUIREMENTS
- This position directly supervises engineers and technicians.
MINIMUM QUALIFICATIONS
Required Education and Experience
- An Undergraduate Degree from an ABET accredited college or university with emphasis in Civil, Environmental, or Agricultural Engineering, or relevant discipline, and six (6) years of progressively responsible engineering experience in all phases of engineering including analysis, drafting, surveying, design, construction and appropriate education.
- Graduate Degree with an emphasis in Civil, Environmental, or Agricultural Engineering, Hydrology, or Water Resources; two (2) years of supervisory experience preferred.
Required Licenses or Certifications
- Professional Engineer License in the State of Texas
Must have and maintain a valid driver’s license and an insurable driving record.

- Engineering principles and practices as applied to modeling, planning, designing, construction, and maintenance of various civil or environmental projects.
- Sustainable design and construction practices, ecological or stream restoration project and program management
- Federal regulations related to water resources, floodplains, and flood management (FEMA, NRCS, USACE, EPA)
- Microsoft Office Suite, GIS and/or CADD, HEC-HMS and HEC-RAS
