The Electrical Systems Operations Manager reports to the Assistant GM – Engineering & Operations and serves as a subject matter expert in electrical engineering and distribution system operations. Responsibilities include:

· Distribution system operations, planning, and maintenance.

· Project management for system upgrades and new construction.

· Hands-on and third-party engineering design execution and approvals.

· Review of departmental policies and procedures.

The following groups report to this position (30 personnel):

· System Operations, GIS & Mapping.

· Maintenance & Inspection Group.

· Construction & Operations Group.

· Water Operations Electricians.

JOB SUMMARY

Responsibilities for this position include but are not limited to:

· Proactively survey the distribution system for trends, problems, and patterns, and use the information obtained to make recommendations to improve system safety, capacity, reliability, and economy.

· Create engineering designs and/or direct third-party contractors in the creation of engineering designs for substations, transmission lines, distribution lines, and appurtenant equipment.

· Provides for a quality utility system by coordinating system construction and expansion. Provides for and/or coordinates with Engineering to ensure system improvements and new facilities are planned and completed within budget and on schedule.

· Develops work plans, maintenance plans, and goals for assigned areas to insure efficient use of approved resources.

· Supervises outage dispatch and restoration processes and procedures coordinating with all.

· Provide supervision, guidance/mentor, leadership, and performance review of assigned personnel.

· Prepare drawings and specifications to procure transmission and distribution system equipment.

· Provide technical support to Operations personnel.

· Provide input to the AGM – E&O and General Manager for the annual Capital Improvement Budget (CIP).

· Verify system conformance with design and operational standards.

· Employ and comply with regulatory requirements.

· Manage multiple, concurrent projects with unique demands.

· Act as a liaison between the District and its customers.

ESSENTIAL FUNCTIONS

  • Coordinate construction, operation, and maintenance of the District’s transmission and distribution systems, by planning and executing projects, coordinating with other departments, and creating reports such as resource loading, project status, and project expenditures.
  • Assist the System Engineer in analyzing system events and activities as needed.
  • Estimate labor, material, construction, and equipment costs.
  • Perform Cost-Benefit Analyses for various proposed projects.
  • Inspect and test completed projects for conformance with specifications and safety standards.
  • Coordinate Information Services and Engineering Services plans to ensure IT/OT equipment compatibility.
  • Deliver monthly reports on major project status, including percent completion. Include financial data for these reports on a quarterly basis.

ESSENTIAL QUALIFICATIONS

· Managing operational growth.

· Three-phase medium- and high-voltage power systems design and operation, including system protection principles.

· Systems configuration management principles.

· Outage event analysis and power quality monitoring.

· SCADA system design and operation.

· Computer system networking and cyber security principles.

· Data communications protocols, including DNP3 and Modbus.

· Metering and Automated Metering Infrastructure (AMI).

· GIS planning and data management.

REQUIREMENTS

· Proficient with Microsoft Office software, including Microsoft Project.

· Familiar with CAD principles.

· Excellent client interaction skills.

· Strong troubleshooting and problem-solving skills.

· Able to communicate clearly, confidently, and professionally with contractors and coworkers (both technical and non-technical in nature).

· Willing to work long hours and weekends when required due to outages.

Physical Requirements:

· Must successfully pass pre-employment drug screening test and background check.

· Must possess a valid driver license.

EDUCATION & EXPERIENCE

Education:

· Bachelor of Science in Electrical Engineering or related field.

· Master’s degree a plus with preference for Engineering Discipline or related field.

Experience:

  • Work history that demonstrates knowledge required in this job description.
  • Minimum of ten years’ experience in engineering & operations, in the utility industry.

WORK ENVIRONMENT

While performing the duties of this job, the employee is usually located in a typical office environment. Some work duties require the employee to be in the field or in electrical substations where electrical and thermal hazards exist. The employee will complete proper safety training for such environments.
