Salary: $115,000 to $150,000

L2 Cyber Solutions (L2 Cyber) has a Federal contract for the National Environmental Satellite, Data, and Information Service (NESDIS) Common Cloud Framework (NCCF) Subject Matter Expertise (SME) for Cloud Development and Innovation Initiatives, in support of the National Oceanic and Atmospheric Administration (NOAA).


NESDIS requires management, agile, and cloud SME’s under this contract to support the enhancement of existing NCCF capabilities, migration of legacy capabilities (data holdings, mission software applications, etc.), implementation of cloud equivalent capabilities (from legacy), and provide for infrastructure management utilizing DevOps and Agile methodologies. These efforts will evolve the current hybrid tech stack into a set of common cloud-based services for consolidated ingest, compute environments, enterprise storage, and R&D/sandbox services for science and development activities.

Job Description

L2 Cyber is seeking a highly motivated and experienced Release Train Engineer (RTE) to support the NCCF Solution Train and ART(s) roll-out. This position will directly support the Office of Satellite Ground Services (OSGS), located in Silver Spring, MD. OSGS plans and executes common services for NOAA’s satellite, data, and information capabilities. These are critical to acquiring, processing and managing the environmental data from NOAA’s satellite missions, for facilitating access to non-NOAA domestic and international satellites and commercially-acquired data, and for stewarding and providing long-term archive services for all approved NOAA and external partner data. The right candidate must be forward thinking and posses a passion for providing facilitation and guidance for all agile release trains (ARTs) transformation solutions for our customers. He/she will work with teams that are rapidly delivering value to their customers, leveraging concepts of Agile SAFe, Lean and Kanban.


The RTE (Release Train Engineer) play a critical role in the 


In addition to the baseline Scaled Agile Framework® (SAFe®) listed RTE responsibilities include, but are not limited to


  • Act as a lean-agile leader and team coach to deliver added value to the stakeholders
  • Perform demonstrated experience in leading by example, instilling lean, agile practices and guiding with system thinking mindset to achieve higher productivity
  • Work with a team to facilitate and guide engineers and staff on agile release trains (ARTs).
  • Mastery in managing and facilitation across teams/departments
  • Drive cross team, ART and departmental impediments, planning, collaboration, and coordination.
  • Facilitate solution events, coach the team, and assist them to deliver added value by closely working
    with Solution Architect & Management
  • Identify and proactively work to remove barriers, influence decisions, guide ADM (Agile Delivery
    Manager), and improve the entire delivery system
  • Help the team and ART end-users understand their impact on the overall picture of the decision making process
  • Prepare, support, and facilitate Large Solution PI Planning
  • Coordinate Large Solution Delivery by facilitating synchronization in the solution train. Identify
    release coordination activities by developing a tempo to release activities within and across ARTs
    (release tracking, meetings, & management) to provide process structure
  • Collaborate with Product Owner and team to collectively plan cycles, ART sync, backlog refinement,
    and continuous communications
  • Required Knowledge, Skills, and Abilities
  • Must have, or be able to pass, a U.S. Government background investigation (this is a non-cleared position)
  • Must be a U.S. citizen or eligible to work for any U.S. employer 
  • SAFe® Release Train Engineer (RTE) Certification
  • 8+ years of demonstrated Release Train Engineering, Master Scrum, or similar technical role in a software development environment
  • 5+ years of software delivery management covering all aspects of SDLC
  • 3+ years experience with Project Management tools: MS Project, SharePoint, Jira, Office 365, Slack
  • Proficient in time reporting, scheduling, and project management principles
  • Possess organizational proficiency to multi-task and work in a fast-paced environment under limited supervision
  • Strong problem solving skills
  • Excellent written and verbal communication skills
  • Excellent business presentation skills, able to present complex technical and management presentations to customers
  • Bachelor's Degree
  • Other project management certification(s), such as PMP, DASM, CSM, etc
  • AWS certification 


Preferred Qualifications

  • Experience with JIRA RoadMaps and other JIRA modules preferred
  • Strong technical aptitude across a variety of domains (cloud, development, algorithm orchestration, cybersecurity, etc.) 
  • CSM Certification, CSPO Certification, SAFe® POPM Certification, DevOps Certification, Agile SAFe® Certification, Agile Project Management, AWS, MS Azure Certifications
  • Experience with large solution, portfolio, or full SAFe® implementations is highly preferred 
  • Experience with Google Workspace products is highly preferred
  • Previous Federal contracting experience is highly preferred
  • Ability to travel (less than 10%, if any)
