Duties and Responsibilities

  1. Direct and manage corporate environmental programs, establishing and upholding standards to ensure strict compliance with legal and permit requirements. Develop and implement associated procedures, work instructions, and tools essential for effective implementation. *
  2. Direct facility environmental programs, ensuring adherence to pertinent regulations. Offer guidance on best practices for environmental monitoring, reporting, and record keeping, encompassing, the development of protocols for air quality, environmental testing, waste sampling, and water monitoring. Collaborate closely with the operations team, including utility management and environmental personnel, to ensure seamless execution of environmental compliance programs cross all facilities. Direct the development of comprehensive environmental training content to meet permit and regulatory-required environmental training requirements. *
  3. Develop and implement a Bulk Electric System compliance program, aligning with mandatory NERC Reliability Standards and Requirements. Develop and implement policies to address additional directives from FERC, NERC, the RE, or other regulatory bodies. Direct the preparation and execution of internal and external regulatory audits, coordinating with NERC or the Regional Entity. Engage in direct negotiations with regulatory authorities concerning compliance filings, self-reporting, technically feasible exceptions and related audits. Direct functional units to update, enhance, clarify and prepare documentation for internal and external self-certifications, audits, and investigations. *
  4. Provide strategic advice to senior management, determining the optimal path forward for corporate compliance. Manage schedules, budgets and negotiation processes with external entities regarding compliance issues. *
  5. Evaluate existing and proposed insurance coverage, establishing a program/process to improve the selection/management of property and casualty policies, including general liability. Manage financial reporting and reserves related to claims and risk costs. *
  6. Ensure the Utility’s environmental interests are protected in contracts and purchases by developing specifications, selecting and directing vendors and contractors, inspecting work in progress, and requiring proper completion and documentation of all compliance activities. *
  7. Ensure an effective, efficient, and motivated employee resource by providing Equal Employment Opportunity. Uphold fairness in hiring and promotion, facilitate training and development, and administer performance evaluations and discipline consistently with Board policy. *

Qualifications

  • Bachelor's degree in an engineering, environmental studies, or natural resources or a related field, or Juris Doctor from an accredited institution.
  • Possess a minimum of seven (7) years related leadership experience, including at least ten (10) years of progressively responsible roles within the utility sector.
  • Demonstrated extensive knowledge and understanding of environmental and NERC compliance.
  • Extensive knowledge and experience in supporting general corporate practices related to risk management and insurance.
  • Experience working in electric and/or water utility operations.
  • Extensive expertise in quantitative modeling, internal/external auditing, quality assurance, or other applicable areas.
  • Ability to simultaneously manage a variety of issues, with the capacity to interact objectively with both union and non-union employees as needed.
  • Must exhibit exceptional communication and interpersonal skills, contributing to team development and fostering effective collaboration with staff and senior management.

All BPU employees, at the inception of their employment, shall have a period of 12 months after employment begins to establish and maintain a legal primary residence within the legally defined boundaries of the Unified Government of Wyandotte County/Kansas City, KS.
