POSITION SUMMARY: The Benefits Manager reports to the Director of Talent Management and is responsible for directing, planning, and administering On Lok's benefits programs. This includes working cross functionally across the People team, other departments within On Lok, managing vendors and vendor relationships, and directly with employees. The Manager has expertise to build trust across the organization and to be seen as a trusted advisor by both employees and leadership. On Lok benefits include a partially self-funded medical plan, an HMO, a 403b and other retirement plans, and associated expanded benefits (dental, vision, life, disability etc.) DUTIES / RESPONSIBILITIES: BENEFITS PLAN DESIGN & MANAGEMENTPartners with Benefits Broker to research, design, recommend and implement employee benefit plans present the best value and appropriateness for On Lok. Recommend and advise on benefit enhancements and/or changes.Analyze benefits evaluating usage, services, coverage, effectiveness, cost and plan experience to competitive trends in benefit programs. Provides quarterly reports to the Compensation Commitee regarding benefits plan performance. Track and analyze monthly, quarterly and annual trends. Forecast trends and assist with future benefit designs for recommendations for review by management.Create reports from financial and usage data from insurance carrier data banks. Create reports. Present at Monthly Business Review (MBR). Partners with Internal Communications Manager to create communication strategy to ensure all employees are well informed of benefit selections. Prepare regular written communication pieces that explain benefits and retirement plans. Communication venues include Company newsletter, blast emails and quarterly Benefit updates.Orchestrates and manages a variety of meetings including the quarterly 403b investment committee meeting, annual benefits planning meetings, and strategic benefits planning meetings. May participate or serve as Subject Matter Expert for HCM design and implementation. BENEFITS ADMINISTRATIONPrimary contact with Benefit vendors and plan providers to ensure efficient administration of benefit plans. Manage COBRA vendor and ensure all employee benefits are appropriate cancelled and managed when a staff member leaves employment. Coordinate and ensures accurate benefits processing and enrollments/terminations monthly.Partners closely with Finance and HRIS staff to support consistency and accuracy with benefit administration. Ensures proper benefits administration related to enrollments, terminations, changes, deductions, beneficiaries, the San Francisco HCSO, ADD/LTD/Death claims, QDRO's, CMCSO's, distributions, loans, hardships, etc.Audit and investigate discrepancies, ensure compliance with applicable government regulations and timeliness and accuracy of required filings.Prepares annual budget. Ensure adequate estimates, forecasts, and calculations of expenditures in benefits for budget planning and tracking.Conducts budgeting and financial analysis of employee benefits programs. Monitors high cost claims, targets problem claim areas and discusses with Director on a regular basis. Audits all plans on a regular schedule to ensure accuracy and compliance with all financial and regulatory requirements. Partners with Finance during annual financial audits to ensure information is accurate and provided in a timely manner. OPEN ENROLLMENTManage the annual benefit plan renewal process with the Broker and Director of Talent Management. Present recommendations to the internal Compensation Committee that includes the CEO, CFO and other executives. Orchestrate and manage annual open enrollment process. Plans in advance to ensure all decisions are made at the right time and all materials are available. Work closely and collaboratively with People Operations, Payroll and Internal Communications to ensure a smooth process. Problem solve and resolve any issues that may arise during the OE process and once the plan year begins. EMPLOYEE EXPERIENCEProvide support to supervisors and employees to provide information in non-routine situations and escalated benefit questions. Refer strategic issues to Director and CPO.Ensures employee concerns are addressed in a timely manner. Determine proper course of action to resolve escalated customer service issues. Assist former staff with any COBRA concerns or questions.Ensures Director and CPO are aware of any sensitive issues. Ensures People Operations team has the appropriate training and information to answer the majority of benefits questions and resolve routine concerns. Ensures Talent Acquisition team has the appropriate training and information to attract candidates. Meets 1:1 with high profile candidates to present the benefits program in a way that attracts candidates to join On Lok. Assists staff with benefits transitions at age 65 and/or upon retirement. Ensures families receive full compassionate support when dealing with disability or death benefits. OTHER RESPONSIBILITIESLearns and fully understands On Lok culture, different roles within the organization, our Core Values, and applies this knowledge in all aspects of benefits. Presents to small and large audiences regarding benefits programs in a way that communicates the story and aligns with On Lok's culture and core values.Educates a variety of individuals to build benefits expertise across the organization. Constantly learning and improving benefits knowledge and expertise. May conduct or partner with others across the People team to facilitate focus groups. QUALIFICATIONS (knowledge, skills, abilities):4 years progressive experience overseeing or managing benefits programs. PHR and/or CEBS professional designations preferredStrong knowledge of benefit contract language. Must have a strong working knowledge of all pertinent federal, state and local regulations, filing and compliance requirements (both adopted and pending) affecting employee benefit programs including: ERISA, COBRA, FMLA, ADA, Section 125, Workers Compensation, Medicare, Social Security, and DOL requirements.Understand and respect the sensitive nature of highly confidential information and can navigate complex situations in a discrete, effective and efficient manner.Exhibit strong organizational skills. Demonstrated ability to plan and set priorities; experience to pivot and change strategies as needed.Demonstrate the ability to work effectively in a team environment as well as with people at all levels within organization.Must be proactive, demonstrate initiative and take ownership of workExcellent communication skills.Ability to manage several complex workstreams/projects simultaneously while working under pressure to meet deadlines.Strong analytical skills with ability to understand, evaluate and make recommendations on vendor proposals (RFPs).Strong skills and experience in updating and utilizing Human Resources Information Systems (HRIS).Computer proficiency and technical aptitude with MS office suite, UltiPro, or other substantially similar HRISAbility to apply common sense understanding to carry out detailed but uninvolved written and oral instructions.Ability to deal with problems involving a few concrete variables in standardized situations.Benefits certifications are a plus.
