Job Description
This is a contractual position will no benefits.

The Senior IT Consultant role is responsible for establishing a governance process for our client, administering a strategy for a Data Management program based on the outcomes of a data management/strategy assessment. This role requires expertise in data management, strategy development, and project management to ensure alignment with legislative mandates and organizational goals.
Responsibilities:
Develop and implement a strategic plan for the establishment of a data management governance process.

Lead the planning, execution, and completion of data management projects, overseeing the implementation of governance frameworks and strategies.

Coordinate with relevant stakeholders to gather requirements and facilitate communication throughout the project lifecycle, ensuring stakeholder buy-in and alignment.

Monitor project timelines, budgets, and resource allocations to ensure projects adhere to schedule and budgetary constraints.

Prepare and distribute quarterly reports for stakeholder groups providing updates on project progress and compliance requirements.

Collaborate with internal teams and external vendors to ensure project quality and adherence to State standards and policies in data management practices.

Implement a portfolio quality and project assurance function to identify and mitigate risks, resolve issues, and ensure project success in data management initiatives.

Oversee the benefits realization process, tracking and measuring project outcomes to ensure the delivery of expected benefits from data management efforts.

Provide leadership and support to project teams, fostering a culture of accountability, transparency, and continuous improvement in data management practices.

Stay informed about emerging technologies, industry trends, and best practices in data management and IT project management to drive innovation and efficiency in governance processes.

Qualifications:
Bachelor's degree in Computer Science, Information Technology, Business Administration, or related field; Master's degree preferred.

Experience with state-level Health and Human Services Agencies

Proven experience in program or project management, particularly in the public sector or government agencies, with a focus on data management initiatives.

Strong understanding of IT systems, data management principles, data modeling, and technology modernization strategies.

Knowledge of data governance frameworks, data quality management, and metadata management.

Excellent communication skills with the ability to interact effectively with diverse stakeholders, including legislators, executives, and technical teams.

Demonstrated leadership capabilities with a track record of successfully managing complex projects and driving organizational change in data management practices.

Proficiency in project management tools and methodologies, such as Agile or Waterfall, and familiarity with portfolio management practices.

Experience in budgeting, financial management, and resource allocation within a public sector environment.

Ability to analyze data, identify trends, and make data-driven decisions to optimize project outcomes in data management initiatives.

Certified Project Management Professional (PMP), Certified Data Management Professional (CDMP) or equivalent certification is a plus.

Strong commitment to integrity, transparency, and accountability in managing public funds and resources in data management governance.
