Title: Quality Assurance and Compliance Project Manager

Location: Hybrid- 4822 N Broadway

Shift: Monday to Friday (8:30am-5:00pm)

Essential Functions

Duties & Responsibilities

Compliance and QA Project Manager

  • Attends all in-person funder audits to address, troubleshoot and immediate compliance deliverables.
  • Serves as project manager who organizes, tracks, and ensures completion of regulatory and accreditation projects.
  • Develops and manages project plans, coordinate with various teams to ensure project success, and perform testing to identify and resolve any issues.
  • Manages project life cycles, from planning and execution, to ensure that all deliverables meet the required quality standards.

Quality Assurance and Compliance Management and Coaching

  • Serves as subject matter expert of regulatory requirements for funders; and accreditation standards for facilities, maintenance, fleet, and culinary services; Builds competency of these with respective leaders.
  • Leads internal audits to ensure compliance with funder and accreditation standards while continuously improving the organization's operations.
  • Implements proactive quality assurance processes and tracks compliance with government funder requirements.
  • Develops and serves as administrator of business information systems that maintains centralized transparent regulatory records needed for ORR audits, specific to facilities, maintenance, fleet, and culinary to ensure readiness for onsite surveys.
  • Conducts proactive quality audits. Coach leaders and their teams on improvement targets or corrective actions needed.
  • Coaches teams on audit findings and ensures corrections are made based on findings by leadership over those teams and tracks the status of corrective actions being resolved.
  • Directs, manages and maintains contact with internal and external “client/customers” for feedback and to obtain client/customer satisfaction.
  • Identifies the lack of and/or improvements to related policy and standard operating procedures, assess effectiveness of current policies and processes; Recommends and implements approved SOP changes.

CARF Accreditation Compliance

  • Serves as a subject matter expert on accreditation standards related to facilities, fleet, culinary.
  • Coaches leaders and their teams on standards related to their departments and functions.
  • Ensures CARF standards are integrated into department workflows.
  • Develops and manages method of quality assurance reviews to proactively assess and coach leaders and their teams on quality assurance with standards and measures.

Training and Compliance

  • Attends required meetings.
  • Attends required training programs.
  • Attends 30 hours of update maintenance training annually.

Other Duties

  • Researches and investigates vendors based on program needs.
  • Other duties as assigned.

Education and/or Experience

  • Bachelor’s degree in business, management, or related field required.
  • Minimum five (5) years hands-on experience in a nonprofit organization with proven quality management system oversight or in a compliance role.
  • Minimum of 5 years’ experience as a project manager. Provide proven experience as quality assurance supervisor or coach required.

Certifications/Licenses

  • Certification in professional excellence coaching or strength-based coaching required.
  • Certification in quality management or process improvement preferred.
  • Must have valid Illinois Driver’s License
  • A criminal background check is required for employees working for Heartland Human Care Services

Knowledge/Skills/Abilities (K/S/A)

  • Ability to work with internal and external customers using RCCA (Root Cause Corrective Action) methods, fishbone and 5-why’s to help solve problems and prevent repeat occurrences.
  • Thorough knowledge of methodologies of quality assurance and standards.
  • Must have a desire for achieving excellence in customer satisfaction, process and product quality and reliability.
  • Excellent organizational and leadership abilities; attention to detail and a result driven approach.
  • Excellent numerical skills and understanding of data analysis/statistical methods.
  • Dependable, reliable, and trustworthy
  • Access to regular, dependable and timely transportation
  • Excellent communication skills. Strong networker, convener, relationship builder and communicator with experience collaborating with diverse work teams and stakeholders.
  • Demonstrated ability to handle confidential and sensitive information possessing skills to handle situations in a professional and diplomatic manner.
  • A high degree of collaboration and emotional intelligence, self-motivation, and analytical ability.
  • Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange; Windows operating systems; and other software routinely used by Heartland Alliance.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Ability to work independently and remain self-motivated with minimal direct supervision.
  • Strategic thought partnership and consultancy skills.

Work Arrangement

This position will be a hybrid role for HHCS and will have daily work hours/work schedule of. M-F, 8:30am – 5:00pm, to complete work and all related necessary tasks. This position may need to physically attend meetings, site visits, and complete other administrative duties on site. It is expected this position be able to accommodate the in-person site needs during the scheduled work week.

Work Environment

  • The noise level in the work environment is usually moderate.
  • Each program site operates on a 24/7 basis, 365 days per year. To meet both the needs of our participants and contractual obligations, employees are required to be flexible in regard to scheduling and work location.
  • Program sites are located throughout the Chicago area, including the North and South sides of Chicago, as well as the suburbs. Employees may be required to report to any one of our locations on a temporary or permanent basis.

Physical Demands

  • While performing the duties of this job, the employee is regularly required to talk and hear.
  • The employee is regularly required to sit, stand and walk.
  • The employee must be able to stoop, kneel and/or crawl.
  • The employee is regularly required to use hands to key, handle, or feel and reach with hands and arms.
  • The employee must occasionally lift and/or move up to 25 pounds.
  • The employee must have unrestricted ability to provide physical restraint.
  • Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
