(Hybrid Role)

INTRODUCTION

Under the direction and supervision of the Chief Human Resources Officer (CHRO, the Sr. Director HR plays a vital role in providing strategic HR support to leadership. Acting as a collaborative consultant, this role will work with operational and clinical leaders to address HR matters, translate strategies into actionable objectives, and facilitate pathways for teams to achieve them. Responsibilities include overseeing HR operations, labor relations, policy administration, training & development, recruiting, total rewards, HR information systems (HRIS), and credentialing. Ensures HR policies are communicated and enforced while proactively assessing HR needs, building partnerships and offers integrated solutions to align with business goals. This role focuses on maximizing the employee value proposition and enhancing relations to optimize performance.

MAJOR DUTIES/ESSENTIAL FUNCTIONS

  • Develops and implements HR strategies aligned with organizational goals.
  • Oversee the entire HR function including HR Operations, HRIS, Total Rewards, Credentialing, Training and Development and Talent Acquisition.
  • Provides advice and guidance to employees, HR professionals, and managers on a wide range of HR topics.
  • Oversee the design and implementation of performance management systems and processes.
  • Lead the development and implementation of HR policies and procedures.
  • Oversee employee engagement initiatives and fosters a positive work culture.
  • Lead HR initiatives related to diversity, equity, and inclusion.
  • Analyzes HR metrics and data to inform decision-making and drive continuous improvement.
  • Maintains working relationship with Union officials and adhere to terms of labor contract by monitoring day-to-day implementation of policies concerning wages, hours and working conditions.
  • Ensures compliance with employment laws and regulations at all levels.
  • Other duties as assigned by management.

QUALIFICATIONS

  • Bachelor's degree or higher from an accredited college or university with major course work in Business or Public Administration, Human Resources Management, or closely related field.
  • 8+ years of experience in human resources management, including at least 3-5 years in a supervisory position, or an equivalent combination of related training and experience.
  • Senior Professional in Human Resources (SPHR), Professional in Human Resources (PHR), SHRM Certified Professional (SHRM-CP), or SHRM Senior Certified Professional (SHRM-SCP) preferred.
  • Considerable knowledge of HR best practices, compliance requirements, and employment law.
  • Thorough knowledge in the areas of merit systems; job content, qualifications, educational and training requirements of a wide variety of occupations and wage and salary administration.
  • Superior organizational skills to appropriately delegate a variety of professional and clerical tasks to subordinate staff.
  • Demonstrated ability to research information and analyze data to arrive at valid conclusions, recommendations, and plans of action.
  • Excellent oral and written communication skills and ability to prepare comprehensive reports and represent ideas clearly and concisely.
  • Ability to exercise judgment and discretion in establishing and maintaining good working relationships with all levels of employees.
  • Experience working with Federally Qualified Health Centers (FQHCs), non-profit mission-based organizations, or in healthcare preferred.
  • Ability to travel up to 25% to clinical, client and vendor sites throughout Washington DC is required.
