Job Description

Deputy Juvenile Officer-Dual Jurisdiction Officer
Specialized position expected to perform professional work in the enforcement and administration of the Missouri Juvenile Justice System. An employee in this position is vested with the statutory authority of a juvenile court officer to take charge of children who come under the jurisdiction of the juvenile or family court. This position is expected to exercise supervision over juveniles under the court’s jurisdiction including meeting with juveniles and their families and supervising juveniles on probation while in Children’s Division custody. Close supervision is received from the Child Protection DJO supervisor. Employees in this position are expected to work with some degree of independence. Position offers some work from home opportunities after 6 month probationary period.
ESSENTIAL FUNCTIONS: Specific tasks and duties have been identified as essential for the successful performance at this position. It is acknowledged at this time that the following list is not all inclusive and may be supplemented as needed.
Reviews referrals made by law enforcement agencies, schools or Children’s Division on juveniles in Children’s Division custody. In conjunction with supervisor, determines course of action for referral.
Participates in Family Support team meetings (FSTM) and schedules informal/formal conferences with juvenile, case manager, juvenile’s Guardian ad Litem (GAL) and parents/caregivers/placement to discuss the referral and develop appropriate treatment plan to address behavioral health and emotional issues with sensitivity to maltreatment history. Alternatives to formal filing are considered.
If detention is consistent with JDTA assessment, authorizes the detention of juveniles who may be charged with criminal offenses; provides legal rights information to the alleged offender.
Prepares court summaries with recommendations based on evidence, client history and statutory requirements and subsequent probation status reports at dependency review hearings during pendency of probation.
Supervises juveniles placed on probation by establishing guidelines and ensuring the completion of requirements for probation agreements. Recommends and monitors probation plan which could include onsite visits to the juvenile’s school and placement. Documents probation supervision in case notes in Justice Information System (JIS).
Maintains working relationship with local school officials to monitor educational progress of juveniles on probation.
Participates in FSTMs by contributing to the development and subsequent review of case plans which focus on the safety and expedited permanency of youth. Documents content and progress of family support team meetings by completing report for juvenile file. Provides information to parents/ guardians about Juvenile Court process and time frames.
Serves as liaison between the Court’s legal staff and judicial staff, participates in the preparation of cases by reviewing court reports, by acquiring adult arrest records, by obtaining addresses of absent/unknown parent.
Works cooperatively with case manager for the juvenile and GALs to determine compliance with court orders by all parties, provides information to the Juvenile Office Legal Services Division for the development of motions when parties are not in compliance with court orders.
Attends abuse/neglect hearings presented before the Juvenile Court and is available to provide disposition recommendations consistent with case plan and time standards.
Performs other related duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED: Specific tasks require specific knowledge, skills and abilities. To successfully perform the tasks assigned to this position, the following will be required:
Basic knowledge of juvenile courts and procedures.
Basic knowledge of Missouri statutes and laws regarding juvenile cases.
Basic knowledge of personal computers and software.
Ability to prepare and present cases and make recommendations to the juvenile court.
Ability to communicate effectively with staff and public.
Ability to handle potentially hostile situations with a juvenile and family regarding a referral.
MINIMUM QUALIFICATIONS: An individual applying for this position should:
Possess a minimum of a Bachelor degree from a four year college or university with a degree in Criminal Justice Administration, Criminology, Psychology, Sociology, Social Work or related field -or- possess a minimum of a Bachelor degree with a major in an unrelated field and have two years or more of professional experience in juvenile justice or other social work with juveniles.
Requires successful completion of a prescribed course of instruction that focuses on the duties/responsibilities of deputy juvenile officers, to wit: MJJA Core DJO Training or OSCA Fundamental Skills Program.
