Axle is seeking a NLM NCBI Human Resource Specialist to join our vibrant team at the National Institutes of Health (NIH) supporting the National Library of Medicine (NLM) located in Bethesda, MD.

Overall Position Summary and Objectives The incumbent advises NCBI leadership and staff on a wide range of issues relating to human resource management.

Work Details:

  • Review HR actions to include pay incentives, Title 42, Title 38, and variety of other personnel cases for Institute or NIH approval. 1
  • Review and advise on appropriateness of appointment cases as well as recruitment and retention incentives; assist in preparing case documentation. 2
  • Review classification actions and provide recommendations on routine issues. 3
  • Work with staff to apply accepted criteria, principles and standard methods to resolve a variety of conventional issues and problems or to portions of broader studies. 4
  • Manage all aspects of projects to include development detailed project plans, schedules, milestone and timelines, coordinate tasks, track progress, identify problem areas; manage change in scope. 5
  • Provides support in administering HR policies and procedures.
  • Serve as liaison for senior level staff for visits and telephone calls from senior staff regarding employee relations issues.
  • Coordinate and manage a panel for hiring a high-level management position; manage the chair documents; draft interview questions; write/draft meeting introductions.
  • Write detailed comments, explanations, recommendations, and review outcomes, as well as write a wide variety of correspondence which explains policy and procedural requirements to program and administrative staff.
  • Provide advice and suggestions to program and administrative managers on a variety of HR personnel actions, to include advising on appointment and compensation requirements;
  • Provide advice with regard to the interpretation and proper use of these mechanisms for appointment of scientific staff;
  • Manage HR delegations and recommendations, hiring freeze coordination, position description management and development work group, supervisor code data clean-up, and HR Ticklers.
  • Provide managers and employees with specific, directly applicable information on the organization's classification procedures, practices, policies, and guidelines.
  • Collects and analyzes HR data and makes recommendations to management.
  • Collect, organize, and analyze information about program participants through records, test, interviews, and professional sources, to appraise their interest, aptitudes, abilities, and personality characteristics for career planning.
  • Coordinate, synthesize and analyze data calls; identify and review the information for accuracy and completeness; maintain a record of final submitted responses.
  • Develop, maintain and update spreadsheets for personnel, budget, timekeeping and travel actions.
  • Establish and maintain the Institute HR data bases.
  • Enter, monitor, and update information regarding accessions and separations.
  • Develop, maintain and utilize HR databases; compile data; create and maintain PowerPoint presentations.
  • Review recruitment and placement actions; provide recommendations on routine issues, such as the selection and use of specific appointment authorities from a list of available alternatives.
  • Gather and coordinate information for review, conduct data entry and file maintenance, edit and or prepare text, data and charts.
  • Maintain databases for tracking, analyzing and reporting of all activities including, pertinent personnel dates, travel, and project management.
  • Processes human resource documentation according to established procedures.
  • Prepare Title 42 packages (appointments, renewals, and terminations), Tenure Track paperwork, cash nomination forms, employment verification letters, collaboration/grant consulting letters, IRTA and Visiting Fellow Certificates.
  • Ensure completion of all HR paperwork required for onboarding, including required notarizations.
  • Provide advice to staff on Federal recruitment and staff merit promotions.
  • Conducts new hire orientation and provides support during the onboarding period.
  • Assist program participants in the development of career plans.
  • Researches and recommends internal HR office related policies and procedures.
  • Participate in meetings and provide verbal explanation of comments, recommendations, and review outcomes; explain policy and procedural requirements to program and administrative staff.
  • Assist in researching, developing, implementing, and maintaining standard operating procedures, job aids,
  • documentation checklists, and other reference materials and documents.
  • Provide detailed review comments and recommended case revisions based on HHS, NIH, and Institute policy and procedural requirements to program and administrative staff
  • Provides support within a specialized area of HR including benefits, compensation, recruiting, performance management or employee relations.
  • Make recommendations to employees on job search and job readiness techniques, labor market information, and vocational information.
  • Assist employees in developing Individual Development Plans (IDPs).
  • Provide subject matter expertise to assist staff with documentation reviews and collaboration with Advisory
  • Committee Members.
  • Provide detailed guidance to program and administrative staff on requirements of fellows' appointment, extension and pay adjustment cycle; review submitted cases and provide review comments and recommended case revisions; ensure processing timelines are met; resolve any outstanding issues or discrepancies are resolved.
  • Provide advice with regard to the initiation and development of documentation for requesting approval of appointments, extensions, pay increases, etc.
  • Determine the pay category, occupational series, title, grade level and competitive level of assigned positions.
  • Perform internal staffing and placement work that includes OF8s, position descriptions, and generating job analyses.
  • Audits records and documents for HR regulatory compliance.
  • Review Title 42 special act and service awards and provide detailed review comments and recommended case revisions based on policy and procedural requirements to staff.
  • Coordinates implementation of services, policies and programs related to HR.
  • Collaborate with staff on developing proposals to merge or establish new organizational units within the serviced organization for the purpose of improving workforce distribution, position management structures, efficiency, effectiveness, or productivity.
