REPORTS TO: Chief Executive Officer

JOB SUMMARY: Maintain and enhance the organization's Human Resources by planning, implementing, and evaluating employee relations and Human Resources policies, programs, and practices.

ESSENTIAL FUNCTIONS:

  • Serves as a member of the Management Team. Educates others about Human Resources policies, procedures, programs, and laws.
  • Maintains organization staff by establishing a recruiting and interviewing program; advising managers on candidate selection; conducting and analyzing exit interviews; recommending changes.
  • Ensure all pre-hire requirements are met including Criminal Background Check, Drug Free Workplace drug testing and Tuberculosis testing.
  • Maintain personnel records in accordance with State of Idaho and CARF requirements including licensures, certifications and trainings.
  • Maintains a pay plan by conducting periodic pay surveys; scheduling and conducting job evaluations.
  • Ensures planning, monitoring, and appraisal of employee work performance by ensuring a 90-day and annual performance evaluations by managers.
  • Advise managers when to coach and discipline employees; scheduling management conferences with employees; participates in investigations when employee complaints or concerns are brought forth; hearing and resolving employee grievances.
  • Advising employees on navigation of policies, grievance procedures, and resources available.
  • Maintains employee benefit programs by studying and assessing benefit needs and trends; recommending benefit programs to management; informs employees of benefits plans; monitoring and scheduling individual pay actions associated with benefit plans; directing the processing of benefit claims; designing and conducting educational programs on benefit programs including maintaining the wellness program.
  • Ensures legal compliance by monitoring and implementing applicable Human Resource federal and state requirements; conducting investigations; maintaining records; representing the organization at hearings.
  • Ensures State of Idaho and CARF standards and guidelines by preparing, updating, and recommending Human Resource policies and procedures.
  • Maintains and updates personnel policies and procedures. Distributes all updated policies and procedures to employees.
  • Maintains historical Human Resource records with filing retrieval system.
  • Formulates and recommends Human Resource policies and objectives for the company with regard to employee relations.
  • Determines and recommends employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale and motivation.
  • Monitors and advises managers and supervisors in the progressive discipline system of the company. Monitors the implementation of a performance improvement process with non-performing employees.
  • Reviews and guides management regarding recommendations for employment terminations.
  • Engages with employees and completes disciplinary action in regard to compliance issues for Human Resource requirements as per policy when compliance is not met.
  • Maintains employee’s electronic personnel files in accordance with State and Federal law.
  • Updates and maintains job descriptions in accordance with State and Federal law.
  • Support Business Office functions with answering phones and other tasks when needed.
  • Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.
  • Maintains position control roster to ensure adequate staff, responsible for employee recruitment, selection recommendations, and orientation.
  • Responsible for stakeholder surveys, employee surveys, and Human Resource reports completion and distribution to CEO, Management and Board of Directors.
  • Assists CEO to ensure that treatment program runs smoothly and communicates with all Department Heads.
  • Responsible for Workers Compensation education / training and claim submission and tracking.
  • Responsible for unemployment claim submissions, tracking, gathering and organizing documentation, and participating in unemployment hearings.
  • Responsible for minutes of Board Meetings and Management Team meetings and timely distribution of such.
  • Assist with Quality Assurance process and CARF certification compliance as directed by ensuring data is organized and accessible; by tracking Performance Indicators quarterly; reporting and monitoring Problem ID Forms; by organizing staff-wide in-services for mandatory annual trainings and emergency preparedness at least quarterly.
  • Tracking internal and external inspections for Twin Falls and Gooding Offices.
  • Ensure appropriate payroll withholding for employee benefits.
  • Ensures employees health and safety program compliance using trainings in UCASSURE and quarterly meetings.

REQUIREMENTS: Bachelor’s Degree preferable. Good oral and written communication skills and ability to interact effectively with people. Ability to use independent judgment and initiative in compliance with facility and corporate goals and philosophy. Must be able to operate a variety of machinery and equipment including a computer, printer, photocopier, facsimile machine, and telephone. This position requires: walking, standing, bending, stooping, pushing, pulling, lifting, typing, and repetitive motions. Self-identified person in recovery from a Substance Use Disorder must have a minimum of five years of sobriety from substances of abuse. Must pass pre-hire requirements including a background history check, UA, and TB test. Must be CPR certified within 90 days of hire.

WORK ENVIRONMENT: Travel between satellite offices. Work under typical office conditions, and the noise level is usually quiet.
