CH2M HILL BWXT West Valley, LLC (CHBWV) is the prime contractor selected by the U.S. Department of Energy to manage the Phase 1 –

Facility Disposition Project at the West Valley Demonstration Project. The site is a scenic 30-minute drive south of Buffalo, New York. In cooperation with the New York State Energy Research and Development Authority, CHBWV continues to decontaminate and decommission facilities at this site.

JOB SUMMARY/PURPOSE OF POSITION

CHBWV is seeking a qualified candidate for an Industrial Safety Manager who is responsible for maintaining a safe and healthful environment by identifying and anticipating concerns and hazards, developing and enforcing systems, policies, and procedures and managing, monitoring, analyzing, evaluating, and reporting safety and health experience/performance at the CHBWV project and coordinating all corrective actions resulting from reviews.

REQUIREMENTS/SPECIFICATIONS

  1. Education/Experience:
  • BA/BS in Industrial Hygiene or related technical field or an equivalent combination of education and related experience.
  • Minimum of ten (10) years of related experience with a minimum of four (4) years in a nuclear environment
  • Minimum of three (3) years management/supervision experience
  1. Licenses/Certifications:
  • Certified Industrial Hygienist (CIH) or Safety Professional (CSP) preferred
  1. Other Requirements:
  • Knowledge of DOE directives relating to health and safety, DOE (10 CFR 851), and OSHA
  • Excellent verbal and written communication skills
  • Excellent organizational skills
  • Strong computer skills and proficient in Microsoft Office
  • Excellent analytical skills
  • Personal Protective Clothing

MAJOR RESPONSIBILITIES/SCOPE OF WORK

  1. Maintain a safe and healthful work environment by following established safe work practices and procedures; including following all safety rules, use of proper personal protective equipment (PPE), investigating and reporting identified safety concerns or situations.
  2. Implement and adhere to standards contained in the Company “Code of Conduct,” Company EEO practices, and DOE directives.
  3. Instill a strong world class safety ethic within the workforce by conducting all activities with the utmost attention to personnel safety, operations safety, and environmental excellence.
  4. Promote early and safe return to work from workplace injuries by establishing and coordinating a cohesive partnership with department personnel and human resources representatives, off-site treatment providers, and workers compensation carrier to ensure all paperwork related to the case is completed accurately and in a timely manner.
  5. Facilitate employee’s return to work following a work-related injury by initiating and scheduling specific interventions, such as medical follow up and work capacity evaluations, communicating with management and supervision regarding fitness for duty, and developing considerations of possible task or modified duty placement within the constraints of medical restrictions.
  6. Identify, control, and minimize or eliminate industrial hygiene hazards by managing the use of professional industrial hygiene and safety strategies and techniques, procedures, and plans.
  7. Direct industrial hygiene and safety services support for resolution of safety incidents, concerns, and emergency conditions.
  8. Develop and implement policy changes, safety integration, and goals and objectives.
  9. Promote a safe environment by coordinating and cooperating with local, state, and regional safety groups and agencies.
  10. Comply with federal, state, and local safety regulations by studying current and new legislation, anticipate future legislation, interpret standards, enforce adherence to regulations, and advise management on needed actions.
  11. Comply with standards of practice by supervising the professional and technical activities of the Safety and Medical staff.
  12. Oversee the site’s Fire Protection program by serving as the Site Fire Protection Program Manager and comply with the requirements within DOE Order 420.1C.
  13. Maintain a strong, obvious presence in the field, interacting with represented employees, subcontractors, and CHBWV management, exempt, and nonexempt personnel.
  14. Manage workers’ compensation cases by collecting, reporting, and analyzing case-related data, circulate appropriate, accurate, and value-added data which will assist management and supervision in terms of leave status and case management (i.e., open claims and timely status reports, trending, causation analysis, and lost workday analysis).
  15. Develop and maintain a “Case Management” communication plan for employees, managers, and other CHBWV staff.
  16. Identify and anticipate safety and health concerns and hazards by surveying environmental, operations, and occupational conditions, rendering opinions on new equipment and procedures, investigate violations and recommend prevention programs.
  17. Guide and promote safe work performance by developing safety systems, policies, and procedures.
  18. Develop safety campaigns, communications, recognitions, and training for managers and employees.
  19. Enforce safety policies by reporting statistics and counseling managers and employees.
  20. Supervise the professional and technical activities of the health services staff and administer the professional services contracts with offsite treatment providers and community resources.
  21. Maintain professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional societies

ESSENTIAL FUNCTIONS:

  1. Resolve employee’s safety concerns requiring use of a blend of technology and psychology since risk tolerances tend to vary.
  2. Discern if a safety concern is or is not caused by a regulatory violation, and if so, prepare a cost benefit analysis to determine if the concern should be addressed by physical action.
  3. Take independent action and problem solve to resolve real and perceived health and safety needs to CHBWV employees.
  4. Investigate accidents to meet regulatory requirements and prevent recurrence through an investigation process which frequently requires integration between multiple departments.
  5. Communicate exposures, their effect on an individual and corrective action taken to prevent recurrence with tact and diplomacy to ensure a non-threatening atmosphere.
  6. Implement case management solutions which will get employees back to work as soon as possible after an injury has occurred effectively including coordination among parties involved to come to a mutually agreeable resolution of an employee's disability.
  7. Coordinate and evaluate work activities that the recovering employee is capable of safely accomplishing, sometimes through creative means.
  8. Provide continual monitoring of the employee's work activities to ensure the employee will not compromise his/her recovery.
  9. Possess proficiency in generating trust and respect through open communication and demonstrate mature judgment and tact under stress.
  10. Interpret and follow a wide variety of guidelines, policies, laws, and established practices to accomplish complex tasks.
  11. Plan, develop, and implement strategic short-and-long term programs essential to the mission.
  12. Produce, edit, and present technically accurate documents, reports, and forms.
  13. Interface directly with represented personnel and union leadership on a frequent basis and engage with all personnel on the topic of safety.
  14. Interface with individuals or groups from inside and outside the organization, company and senior management and give frequent presentations and impromptu briefings on safety in a wide variety of environments and circumstances.

SUPERVISORY RESPONSIBILITIES:

  1. Maintains department staff by recruiting, selecting, orienting, and training employees, maintaining a safe, secure, and legal work environment, and developing personal growth opportunities.
  2. Accomplishes staff results by communicating job expectations, planning, monitoring, appraising job results, coaching, counseling, disciplining employees, developing, coordinating, and enforcing systems, policies, procedures, and productivity standards.
  3. Establishes department strategic goals by gathering pertinent business, financial, service, and operations information, identifying and evaluating trends and options, choosing a course of action, defining objectives, and evaluating outcomes.
  4. Accomplishes financial objectives by forecasting requirements; preparing an annual budget; scheduling expenditures; analyzing variances; initiating corrective actions.
  5. Treats all employees fairly in all aspects of the employment process by complying with the spirit and intent of federal, state, and local legislation, regulation, and executive orders providing for equal opportunity.
  6. Completes operations requirements by scheduling and assigning employees; following up on work results.
