Business Administrator

POSITION SUMMARY
This highly visible position nurtures the business culture at MVTA. The Business Administrator is responsible for a wide range of HR and general business-related activities, including talent acquisition, professional development, payroll, legal compliance, benefit programs, standard agency purchases, and general office policies, practices, and initiatives. This position champions the well-being of MVTA employees, ensuring a safe, productive, and engaging business environment.
JOB DUTIES OR ESSENTIAL FUNCTIONS
The essential functions of the position include, but are not limited to the following:
- Manages day-to-day HR operations, encompassing tasks such as recruitment, onboarding, offboarding, benefits administration, performance review, employee relations and engagement.
- Administers human resource programs and general office practices and initiatives, such as the Internship Program, new hire orientation process, employee review process, professional development initiatives, HR training, sustainability efforts, standard office procurement, and more.
- Identifies and recommends internal policies and procedures, organizational structures, and management practices to ensure alignment with MVTA culture and mission.
- Understands and keeps current on applicable labor/employment laws, rules, and regulations. Collaborates to ensure proactive, compliance-focused execution throughout MVTA.
- Administers all recruitment and retention efforts to attract and retain high-caliber staff.
- Oversees employee relations efforts by recommending programs and practices that enhance connection and collaboration.
- Develops and supports employee professional development and career path planning; creates meaningful internal communication sources for MVTA.
- Serves as the first point of contact for personnel matters. Works with the Program Manager to brainstorm multiple outcomes and implement corrective measures in early stages to achieve positive resolution. Works closely with the Program Manager to guide processes for corrective action, performance plans, and involuntary separations. Drafts corresponding documentation.
- Performs the administration of employee benefit programs, including conducting research and working with MVTA’s broker to ensure the agency provides mutually favorable plan options for employer and employee.
- Processes biweekly payroll through ADP and makes subsequent carrier contributions. Ensures reporting and filing is complete and accurate.
- Facilitates standard agency purchases, ensuring adherence to guidelines and best practices.
- Monitors and manages incoming purchase order requests. Reviews, approves, and processes basic requests, applying sound business sense to make thoughtful procurement decisions and to escalate when appropriate.
- Obtains required agency approvals for procurements exceeding designated thresholds.
- Performs other duties as assigned or apparent.
This position may encounter not public data in the course of these duties. Any access to not public data should be strictly limited to accessing the data that are necessary to perform the duties. While data are being accessed, this position should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished, this position must properly store the not public data.
MINIMUM QUALIFICATIONS
To perform this position successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the formal education, experience, training required, and skills/abilities.
Education
- Bachelor’s degree in business administration, business management, human resources, public administration, or relevant field.
Experience
- Four (4) years of experience in office administration, human resources, employee benefits, and/or employee assistance.
- Experience in Microsoft Office Suite; advanced experience in Word, Excel, Outlook, and PowerPoint.
- Experience in Adobe products.
Training, Certificates, and Licenses
- Formal training in Reasonable Suspicion, or ability to obtain within six (6) months.
Skills and Abilities
- Advanced knowledge of employment regulations, EEO guidelines, recruiting and selection practices, and principles and theories of human resource management.
- Ability to maintain confidentiality and handle difficult situations with diplomacy and tact.
- Demonstrate expertise in multiple areas with high-level discretion, prioritization, and judgment in the execution of duties required.
- Ability to administer and maintain simultaneous, transitional, and emerging priorities. Ability to make sound decisions, solve problems, resolve conflicts, exercise resourcefulness, and prioritize tasks to meet a variety of demands.
- Ability to interpret and apply local, state, and federal rules and regulations accurately and effectively.
- Demonstrate exceptional verbal and written communication skills, including the ability to prepare and deliver clear and concise reports and presentations.
- Ability to establish cooperative working relations with MVTA personnel at all organizational levels.
- Ability to be organized and efficient, effectively prioritizing tasks.
- Ability to work independently as well as collaboratively.

- Experience in public/government sector human resources, employee experience, etc.
Certificates, and Licenses
- Active HRCI, SHRM, or similar accreditation certificate.
