Job Description

Join our HR team as a Human Resources Specialist! At Great Parks, our team members work together to preserve and protect natural resources and to provide outdoor recreation and education in order to enhance the quality of life for present and future generations.

The Human Resources Specialist will develop, coordinate, and execute effective talent acquisition duties for recruitment and onboarding. Assist with benefit programs including medical, dental, vision, life, and supplemental insurance programs. Act as the liaison with the FMLA third party administrator. Assist with diversity, equity, inclusion and belonging initiatives. All while providing excellent customer service to both internal and external customers.

The successful candidate will:

Maintain the applicant tracking system including posting positions, screening applicants, declining applicants, processing new hires, and conducting background and driver checks. Reconciles monthly billing statements for applicant software and background checks.

Schedule and attends job/career fairs as appropriate and other Great Park events. Participates in interview and selection process. Assists with any onsite hiring events.

Partners and consults with Hiring Managers to gain a clear view of their hiring needs, identify requirements and targets. Provides ongoing communication and updates to hiring managers.

Tracks status of candidates in HRIS and responds with follow-up letters at the end of the recruiting process.

Assists with new hires and completes onboarding meetings, I-9 forms, verifies I-9 documentation, and other new hire paperwork.

Incorporate best practices to ensure candidates and hiring managers have positive recruiting experiences and are effectively engaged throughout the process.

Supports inclusion efforts within the organization and in the community. Coordinates recruitment efforts with an emphasis on cultivating diverse avenues for talent. Participates as a member of the DEI&B team at Great Parks.

Works with Director of Talent Management to recommend and implement internal hiring policies to ensure consistent and legal hiring practices. Develops work procedures to streamline and enhance the hiring process for hiring managers and applicants.

Assists with training programs for hiring managers designed to improve recruiting, interviewing, and hiring efficiencies.

Works with employees and applicants to respond to recruitment and hiring questions or concerns. Provides timely responses to inquiries from both internal and external candidates about job postings.

Develops and maintains professional relationships with community organizations as sources to generate qualified applicants.

Assists with administration of benefits program including medical, dental, vision, life and supplemental insurance programs. Provides timely and accurate responses and excellent customer service for benefits inquiries.

Respond to questions from employees and family members. Provides current information and assistance on all benefit plans.

Acts as liaison with the FMLA third party administrator (TPA). Respond to supervisor and employee questions about FMLA. With the TPA, conduct audits of FMLA leaves (comparison with payroll records). Establishes an FMLA process to ensure supervisors are aware FMLA leaves in their departments. Work with Employee Services – payroll representative to review contributions for benefits premiums.

Assists with the annual Wellness Fair including scheduling benefit providers, vendors, and wellness checks; and promoting the event to employees.

Provides backup to the COBRA process. Assist with processing COBRA notifications. Assists as back up for the employee benefit elections process through vendor systems. Assists with insurance company paperwork for enrollments, changes, and terminations.

Acts as back up for the reconciliation of monthly insurance billing statements.

Maintains confidential employee employment and benefits files.

Maintain Employee Services forms and update as necessary.

Maintains current working knowledge of human resource management requirements and practices covering employee benefits, Medicare, ACA, EEOC, COBRA, FMLA, FLSA, ADA, and other local, state, and federal employment laws and regulations.

Performs job duties in accordance with Great Parks’ policies, procedures, and performance expectations.

Works assigned schedule, exhibits regular and punctual attendance, and works outside of normal schedule as required.

Other duties as assigned.

QUALIFICATIONS

An appropriate combination of education, training, course work and experience may qualify an applicant to demonstrate required knowledge, skills, and abilities. An example of an acceptable qualification is:

Bachelor's degree in human resource management, communications, or related field required.

3-5 years of talent acquisition/recruiting, and benefits experience required.

Proficient with Microsoft Office products (Outlook, Word, Excel, PowerPoint)

The ideal candidate will have excellent critical thinking and problem-solving skills and excellent verbal and written communication skills.

Experience with HR systems (HRIS and applicant tracking systems) preferred

Ability to document identity and employment eligibility within three (3) days of original appointment as a condition of employment in compliance with Immigration Reform and Control Act requirements.

LICENSE & CERTIFICATION REQUIREMENTS

State Motor Vehicle Operator’s License that meets GPHC current carrier guidelines.

SPHR, PHR, SHRM-CP or SHRM-SCP certification preferred.
