Job Description
PURPOSE

The Sr. Finance Data Analyst will have a wide range of responsibilities, primarily helping to ensure the strength of the Fund’s balance sheet and providing management with critical insights through the cost of benefit analysis, preparing Key Performance Indicators (KPI) report on a monthly, quarterly, and Annual basis, assist with financial planning, budgeting and forecasting. The Sr. Finance Data Analyst will have the opportunity to focus on the financial analysis function which includes actuarial analysis related to medical claims expenses, pharmacy claims, pharmacy rebates, dental claims expenses and corresponding claims reserves utilizing accepted actuarial and statistical standards, as well as methodologies and knowledge. In addition, performs other financial analysis as it relates to monthly financial statements. Work assignments involve moderately complex to complex issues where the analysis of situations or data requires an in-depth evaluation of variable factors. This role works closely with the Vice President of Finance, Director of Healthcare Analytics and key business partners to develop and execute pricing, modeling, and strategies to support business goals.

ESSENTIAL JOB FUNCTIONS AND DUTIES

  • Create multi-year projections of income, costs and reserves
  • Create KPI reports and coordinate throughout the organization for the publication of KPI reports for Senior Leadership team, preferably an online version on Intranet.
  • Assists with the preparation of the forecast and fiscal-year annual budget
  • Create models from Fund data to estimate impact of demographic changes, seasonal patterns, adverse selection and other potential risks
  • Develop models and techniques to assess impact of complex benefit and eligibility rule changes
  • Develop models to assist Executive Leadership and Trustees in making business decisions on Health Centers and other proposed courses of action
  • Develop models to assist other departments manage work and staffing
  • Performs data analysis and synthesizes results
  • Responsible for valuation support for the business by interpreting financial results, variances from budget and forecast to help identify behavior to assist in the risk management
  • Responsible for selecting, reviewing, using, and ensuring quality and accuracy of data used to perform moderate to highly complex actuarial and statistical analysis
  • Assists with developing internal reporting and analysis of actual claims experience and clinical data to focus on the efforts of the operations for targeted patients, trends, etc.
  • Conduct special studies to answer specific business questions
  • Understands the claims history and their performance in key categories relative to norms (primary care, urgent care, emergency rooms, mental health, dental, physical therapy, other specialty, etc.)
  • Leverages understanding of health plan business, products, markets and regulatory environment/new legislation to influence pricing/modeling strategies and business decision
  • Establishes reporting processes and workflows, monitors emerging experience, and recommends corrective actions
  • Takes ownership for key outcomes and is accountable to multiple stakeholders.
  • Develops plans to execute the timely and accurate completion of deliverables and projects
  • Provides thought and/or technical leadership, including contributions to improvement, development and innovation, and often serves as a subject matter expert
  • Assists with the implementation of policies and procedures for the general ledger to ensure accounting policies and procedures embed the proper internal controls and are in accordance with GAAP
  • Collaborates with internal departments and external parties to obtain necessary information to prepare, analyze and input transactions to the general ledger
  • Prepares supporting schedules and analysis of general ledger accounts for interim, monthly and year end closing
  • Analyzes and researches financial statement fluctuations, compiles financial/non-financial information from internal/external data sources, and performs reconciliations
  • Compiles ad-hoc financial and business analysis as requested by the Vice President of Finance or as requested from intra-departments
  • Identifies areas of process improvement within finance/accounting that contribute to efficient and effective workflows and works with finance staff to design and implement
  • Assists with updating/developing and implementing specific reports and analysis
  • Assists with the preparation of board packages, including preparation of financials and write-up of balance sheet and income statement fluctuations and budget variances
  • Participates in professional development activities to keep current with trends and practices in the healthcare industry
  • Performs special financial and business analytical tasks as assigned by the Vice President of Finance

ESSENTIAL QUALIFICATIONS

Years of Experience and Knowledge

  • 4~6 years of related experience minimum to include technical experience in financial modeling and disciplines such as pricing, reserving or advanced analytics
  • Familiarity or experience with medical/pharmacy claims
  • 4~5 years of experience with Financial Planning, Budgeting and Forecasting
  • 5+ years of progressive work experience
  • Insurance and Healthcare industry experience, preferably with Health Plans desired

Education, Licenses, and Certifications

  • Bachelor’s Degree in Accounting/Finance/Math/Actuarial/Economics.
  • Preferred: Associate Certification credentialed from the Society of Actuaries or master’s degree in Business or Certified Public Accountant

Skills and Abilities

  • Must have strong analytical and quantitative skills including building cost/benefit models, data mining, and the ability to summarize the implications of findings
  • Strong financial analysis foundation creating forecasts and models
  • Significant experience working with healthcare claims in aggregate and in organizing large amounts of raw data into meaningful categories
  • Strong knowledge and experience with health insurance and claims data analyses
  • Strong experience working with data and be able to identify and eliminate discrepancies and identify potential areas for cost savings
  • Self-starter with the ability to streamline functions and the passion to learn and grow
  • Advanced expertise with Microsoft Excel is required; familiarity with data query/data management tools extremely helpful (Access, SQL, Tableau)
  • Ability to work well with and proactively with cross-functional team members across the organization to gather information, request assistance when needed, and provide support when needed, etc.
  • Ability to independently research, analyze, evaluate, and solve complex financial and operational transactions
  • Excellent analytical, multi-tasking and problem-solving skills; accurate with numbers and detail oriented
  • Ability to maintain a composed and professional demeanor within a flexible and busy work environment
  • Demonstrates initiative and accountability, is conscientious and provides complete follow-through on areas responsibility
  • Strong communication and problem-solving skills
  • Ability to exercise accurate professional judgment
  • Must be able to deal effectively with confidential and sensitive information
  • Must possess a high level of computer skills (Word, Excel, Power Point, Accounting Systems, Access, etc.), advanced level of Excel is preferred
  • Knowledge and experience working with a range of automated financial systems and applications software such as General Ledger (SAGE Intacct or equivalent), Budgeting (Adaptive or equivalent), etc.
