MAJOR FUNCTION: The Human Resources (HR) Specialist I is housed in the Human Resources Office and reports directly to the Benefits Manager. The HR Specialist I assists the Benefits Manager with all phases of benefit and retirement administration for retirees and active employees.
Primary duties will include, but are not limited to:
Maintains data for health, life, dental, vision and other benefits to assist in the billing of retirees and active employees. Handles all retiree enrollment and changes for benefits, ensuring their information is up to date and accurate, keeping a line of communication open between retired employees and TCC. Creates and maintains all retiree folders. Responsible for monthly retiree billing; keeping open communication to HR2 to ensure all parties involved are up to date on an changes that have occurred.
Maintains monthly FRS website for premium payments from all retirees. Verifies information is correct, reconciling with TCC’s retiree billing system. Maintains retiree-billing system making changes each month for any new retired, terminated, cobra or cancelled insurance premiums. Captures reports from FRS regarding age notifying retirees who are reaching their 65th year. Assists retirees with any changes to FRS, following up to ensure those changes were processed.
Responsible for Open Enrollment for retirees, creating and mailing Open Enrollment packets timely for Retirees to respond. Ensures all new benefits, or continued benefits are correct; updating the FRS website for new premium deductions or changes due to Open Enrollment. Corresponds with retirees and answering questions, maintaining an open relationship between TCC and retirees.
MINIMUM TRAINING/EXPERIENCE: High school diploma or its equivalent and four years of responsible human resources experience. A Bachelor’s Degree in a related major from an accredited college or university may substitute for the required experience.
SUCCESSFUL APPLICANTS WILL DEMONSTRATE THE FOLLOWING: Knowledge of TCC policies and procedures. Knowledge of basic accounting principles. Knowledge of human resource functions with emphasis on benefits. Skill in proper composition of correspondence. Skill in the collection and analyzation of data for preparation of accurate reports. Ability to use Windows, Microsoft Word, Excel, Access, the Internet, and e-mail. Ability to set a tone of cooperation, efficiency, and commitment within all areas of responsibility. Ability to work well with fellow staff and the public. Ability to perform time-sensitive and complex tasks in a collaborative environment with accuracy. Ability to work under limited supervision. Ability to organize work assignments within strict deadlines and to prioritize workload. Ability to communicate effectively verbally and in writing. Ability to use correct grammar and appropriate writing styles. Ability to proofread with accuracy. Ability to alphabetize documents. Ability to lift and carry up to 25 pounds. Ability to use computer keyboard for long periods of time daily. Must be a notary or be willing to become a notary at College expense.
