Under the general supervision and direction of the Chief Business Officer, the Director of Business Services provides leadership and management of the daily operations in the Business Services Department; assists in leading the planning, organizing, assigning, supervising, directing and evaluating the work of all aspects of the department which includes employee recruitment, selection and evaluation of all personnel; oversees administration of the health and welfare benefits and workers' compensation; and supervises. As an employee of DCA the Director of Business Services will adhere to and implement the policies and procedures as delineated in the DCA employee handbook. The Business Services Director will oversee all aspects of Human Resources, Risk, Compliance, Accounting, Payroll, Benefits, and Tuition and Billing along with all business functions.

Requirements:

RESPONSIBILITIES AND DUTIES:


1. Human Resources

  • Manages and oversees the day-to-day operations and activities of the Business Services Department.
  • Assists in leading and coordinating the recruitment, selection, placement, evaluation, promotion, and discipline of all personnel.
  • Assists in establishing departmental goals and objectives which are consistent with company policies; provides consultant services on departmental matters; may convene administrators and staff to discuss human resources issues; actively promotes and encourages a customer-friendly environment within the Business Services Department to provide customer service to internal and external clients.
  • Attends conferences and workshops and reads relevant legal updates and articles to remain current on state statutes and regulations affecting DCA personnel practices.
  • Assists in the coordination of professional development training programs for administrators and staff to ensure the maximum effectiveness of employees, including leadership training, supervisory training, new employee training in collaboration with member school leadership; assists in leading professional development plans for ongoing training in areas impacting employees within Human Resources and orientation programs for new employees.
  • Assists in leading and coordinating DCA’s discrimination, harassment, employee ADA accommodation, and misconduct investigatory processes; helps ensure resolution of allegations and complaints are timely; helps ensure disciplinary actions are implemented in a fair and consistent manner; helps ensure compliance for background checks and outcome of background checks in accordance with legal mandates.
  • Ensures ongoing communication with President, CAO, CBO, office staff, other DCA staff, and the community to strengthen the effectiveness of staff relations, employment services, and reward/recognition system.
  • Provides direction and assistance for all management personnel regarding personnel matters.
  • Examines and develops personnel procedures and makes recommendations for improvement.
  • Assists in overseeing the development and maintenance of employee records including personnel files, employee attendance, credentials, criminal background checks, and tuberculosis clearance.
  • Represents DCA in meetings with administrators, professional staff, business leaders, and the public concerning personnel and employee management as requested.
  • Analyze different personnel problems and develop and implement practical solutions.
  • Make use of computers for information and data gathering.
  • Collect, interpret, and analyze complex technical data, as well as identify potential problems and prepare sound recommendations.
  • Interpret current laws and regulations related to certificated personnel.
  • Implement effective selection, hiring and evaluation practices.
  • Establish and maintain effective working relationships with others.
  • Supervise and evaluate the effectiveness of others.
  • Performs other responsibilities and duties as assigned.


2. Accounting

  • Oversees, monitors, and participates in the analysis of DCA fiscal status including cash flow, accounting transactions, fund balances, budget administration, expenditure control, average daily attendance (ADA), revenue projections, and expenditure projections.
  • Prepares a variety of financial, statistical, and budgetary statements and reports for submission to local, state, and federal agencies; analyzes and reconciles financial statements; oversees and assures the maintenance and retention of various administrative and financial records and information.
  • Provides guidance in the areas of budget development, fund accounting, report preparation, and compliance with applicable laws and regulations.
  • Provides technical expertise, information, and assistance to DCA regarding assigned functions; assists in the formulation and development of policies, procedures, and programs; identifies resource needs; develops and implements policies and procedures; develops and implements goals, objectives, and priorities for assigned areas.
  • Prepares and presents department reports and other necessary correspondence.
  • Administers the audit function in all assigned areas.
  • Provides support, assistance, training, and direction to DCA in all areas of fiscal and business services through correspondence, on-site visits, meetings, and workshops; helps in areas related to current accounting and business procedures and practices, staffing levels, and internal controls.
  • Responds to and resolves difficult and sensitive inquiries and complaints; provides financial/budget analysis and recommendations to program administrators.
  • Directs the preparation and maintenance of a variety of narrative and financial reports, records and files related to assigned activities and personnel; assures timely and accurate submission of reports.
  • Directs, prepares, and presents a variety of special projects in related areas as assigned.



QUALIFICATIONS:

  • The qualifications listed in this document are the minimum qualifications required to successfully be considered and hired for the position.
  • Any combination equivalent to: Master’s degree in human resources, educational leadership, public administration, or related field.
  • Five years’ increasingly responsible management experience including work in human resources, accounting, or financial management is required, preferably including at least three years’ experience in a supervisory capacity.
  • Proficient ability to use a personal computer; software and databases specific to DCA including but not limited to Microsoft Office (word, excel, PowerPoint, etc.) and Google platforms (google drive, docs, sheets, slides, calendar, forms, etc.), Internet, and Microsoft Outlook.
  • Applicable knowledge of computer software programs for data storage and retrieval, word processing, spreadsheets, scheduling, data management and complex calculations.
  • General knowledge of principles and practices of personnel administration; ability to establish and maintain effective relationships with peers and employees; and make recommendations effectively in oral and written form.
  • Demonstrates good judgement, is approachable, and a professional attitude and demeanor.
  • Strong organizing, planning, and customer service skills.
  • Knowledge of school accounting, finance, budgeting, information systems, and personnel principles and procedures.
  • Knowledge required to review and interpret technical information, write technical materials and/or speak persuasively to implement desired actions; and analyze situations to define issues and draw conclusions.
  • Mental acuity to manage, interpret and implement rules, make policy decisions, evaluate results, and make determinations relative to the effective performance of the tasks relating to the business services department.
  • Ability to analyze and interpret policies; develop and implement policies and procedures; train and evaluate staff; facilitate meetings; and communicate with people of varied cultural and educational backgrounds.
  • Knowledge of Paylocity, Sage, Bill.com, Divvy, and FACTs platforms a plus.



PHYSICAL DEMANDS:

This position’s duties are normally performed in a standard work environment based on the activity scheduled. Some physical effort is required; therefore, the employee must occasionally lift and/or move up to 50 pounds. He or she may be required to walk or sit for extended periods and may be exposed to outside weather conditions, including but not limited to heat, cold, humidity, rain, and direct sunlight. Manual dexterity and coordination are required over 50% of the work period while operating equipment, such as a computer keyboard, mouse, calculator, and other similar machines.



WORKING CONDITIONS:

Working conditions are dynamic. This requires the willingness to work a flexible schedule that may require occasional weekend and/or evening hours. The employee will be using his or her personal vehicle; therefore, he or she must hold a valid driver’s license in the state where he or she is based and have appropriate auto insurance as required by law. The employee needs to be able to work in a fast-paced environment, prioritize work assignments, and do well under pressure. He or she must also demonstrate professionalism and integrity, take initiative, and exercise confidentiality. Finally, the employee must understand and apply all school policies and procedures, follow instructions, be detailed oriented, and have good follow-through on all projects.
