IT Business Analyst – MMIS
Location: Remote
Salary: $90-155k

Sabot Consulting is seeking an IT Business Analyst that will play a crucial role in analyzing, designing, and implementing technical solutions to meet our organization's business needs on a MMIS project. This role involves evaluating existing systems and processes, identifying areas for improvement, and providing technical expertise to support decision-making.

Responsibilities:

• Develop and maintain the Division’s Risk and Issue Management Plan. 
• Apply the risk and issue management plan to projects within the portfolio. 
• Report on the efficacy of the Risk and Issue management plan in cadence with the Division’s governance meetings. 
• Assist the Division in the operation of the Risk and Issue Management Group meeting. 
• Document and maintain the charter for the Risk & Issue Management Group.
• Develop and maintain a project communication plan for MMIS Division projects and MMIS project portfolio, including the standards for projects. 
• Prepare monthly Branch reporting.  
• Document and maintain the target audience and frequency for communications. 
• Project Quality/Performance Management 
• Develop and maintain the Division’s Quality and Performance Management Plan. 
• Provide expertise in quality control, quality assurance for the projects within the MMIS project portfolio. 
• Proactively coordinate quality inspections for projects within the portfolio. 
• Provide performance management for the Division by providing integrated project level status reporting.
• Generate summary level status for executive reviews. 
• Provide process coaching for quality/performance management to projects within the portfolio. 

Must Have:

• Five (5) years of experience applying analytical processes on IT projects and portfolios.
• Three (3) years of that experience must have been in project management.  
• Minimum two (2) years of experience developing and/or reviewing portfolio management activities. 
• Two (2) years’ experience with State MMIS, or three (3) years’ experience working with Medicare, other State Medicaid, or a large commercial health care payor. 
• Experience writing business requirements to integrate design changes with existing system functionality.
• Strong analytical and problem-solving skills
• Excellent communication and interpersonal abilities
• Proficiency in data analysis tools and techniques
• Familiarity with Agile methodologies

Nice to have:

• Knowledge of MMIS environments, projects, and culture. 
• Familiarity with Health Information Portability and Accountability Act (HIPAA) standards. 
• Experience with large projects with many interdependent technologies, organizations and business processes. 
• Experience with development of procedure manuals, process improvement, change management, and/or business continuity.  
• Experience and knowledge of Medi-Cal business rules. 
• Experience with using and configuring SharePoint. 
• Project Management Professional (PMP) Certification by the Project Management Institute (PMI). 
• Certified Scrum Master Certification
• Skills to apply current standards for operating a centralized project management office.  
• Skills to create and deliver project management deliverables and meetings needed to centralize the MMIS project portfolio. 
• Skills and knowledge to ensure multi-vendor compliance with MMIS Division standards, policies, guidelines, and guardrails.
