JOB SUMMARY

The Regulatory Compliance Manager plans, implements, manages and directs corporate environmental and power regulatory strategies, policies, programs and processes to ensure compliance with all applicable state and federal regulations and requirements. This position will lead the established and ongoing Power JV compliance program. This role will independently oversee the compliance program and all associated internal and external reporting (e.g., establishment of processes, overseeing daily/monthly/annual compliance, and reporting for all applicable regulatory requirements), as well as interacting with outside parties. The person in this role is recognized as a power regulatory compliance subject matter expert.

This role sets objectives and goals to achieve organizational results. Ensures team members and stakeholders understand and follow policies, practices and procedures. Problems faced may be difficult, but generally are not complex. Demonstrates integrity, accountability and transparency; upholds BKV standards, values and culture.

RESPONSIBILITIES

Typical job responsibilities of the REGULATORY COMPLIANCE MANAGER include:
•Track new developments and emerging issues for electric utility regulatory agencies, including EPA, TCEQ, NERC, FERC, TRE, ERCOT, PUCT and other relevant agencies.
•Ensure that appropriate internal staff are apprised of the latest rules and provide input as new rules are developed.
•Prepare and submit applicable reports to EPA, TCEQ, TRE, NERC, ERCOT, PUCT and other agencies as needed.
•Lead and support the development of key compliance documents, including compliance planning documents, standards-based policy and procedures and other compliance plans and documentation.
•Review all mandatory NERC O&P, CIP standards and all applicable ERCOT requirements.
•Maintain certificates of operation, environmental registrations/permits and other power regulatory licenses and registrations.
•Serve as the primary compliance contact for outside regulatory agencies and other outside parties.
•Provide information to clients and key stakeholders for review of operations and compliance purposes.
•Establish, develop and maintain effective relationships with Texas regulators, utilities, market participants and policymakers.
•Perform other duties as required.

REQUIRED SKILLS
•Power generation experience required.
•Minimum of 10 years' experience with EPA, TCEQ, NERC, TRE, PUCT, and ERCOT regulatory requirements.
•Deep knowledge of power and utility registrations and reporting.
•Strong research skills and regulation interpretation.
•Proven record in project management and leveraging technology to create efficiency and automation.
•Possess strong analytical and technical problem-solving skills and able to communicate effectively, orally and in writing.
•Leadership skills include an advanced ability to work cross-departmentally, develop others and influence the organization to achieve results.
•Strong interpersonal skills and appreciation for cultural differences.
•Advanced proficiency in Microsoft Office and job-related applications. Uses an understanding of digital concepts to create basic digital tools.
•Ability to thrive in a dynamic, demanding environment.
•Ability to work independently and as part of a team.
•Expert interpersonal, collaboration and communication skills.
•Advanced attention to detail, organization, and prioritization.
•Advanced cognitive, decision-making, and critical thinking skills.

EDUCATION & EXPERIENCE
•Bachelor's degree with an emphasis in regulatory compliance or engineering.
•Minimum 10 years' relevant experience required.

PHYSICAL DEMANDS / WORKING CONDITIONS
•This is a remote position but Texas residence is preferred due to geographic proximity to the Plant.
•Indoor working environment that requires the ability to perform repetitive motions and operate standard office equipment.
•Occasional travel may be required and would be on an as-needed basis. Currently estimated at less than 10%.
