Description

The Regulatory Compliance Manager is responsible for supporting the administration and execution of the Bank’s compliance program to ensure adherence with all applicable federal and state banking laws and regulations. The Bank is a $440 million FDIC-regulated financial institution with seven Oregon branches; two additional branches in Washington are pending. The Bank offers deposit and consumer, mortgage, and commercial lending products and is subject to Community Reinvestment Act (CRA) requirements as an Intermediate Small Bank (ISB).

Working closely with the Compliance Officer who both leads the Compliance function and serves as an active contributor; this role is essential in the day-to-day execution of the Compliance Management System (CMS). The position focuses on monitoring, testing, regulatory change management, training, and advisory support.

RequirementsResponsibilities:
  • Assist in maintaining and enhancing the Bank's Compliance Management System (CMS) in accordance with regulatory expectations.
  • Interpret and apply federal and state banking regulations affecting deposit, consumer, mortgage, and commercial lending activities.
  • Provide compliance guidance to management and staff on regulatory requirements and operational impacts
CRA Administration
  • Support ongoing compliance with CRA requirements applicable to Intermediate Small Banks.
  • Monitor and maintain CRA-related data, documentation, and reporting.
  • Assist with preparation for CRA examinations and public file management.
  • Collaborate with business units to identify, track, and document CRA-qualified activities.
Monitoring and Testing
  • Develop and execute risk-based compliance monitoring and testing across deposit, lending, and operational areas.
  • Document findings, identify root causes, and recommend corrective actions.
  • Track and validate remediation efforts.
  • Report findings, trends, and emerging risks to the Compliance Officer and Audit Committee.
Regulatory Change Management
  • Monitor federal and state regulatory changes.
  • Evaluate applicability and operational impact.
  • Support implementation through updates to procedures, disclosures, systems and training.
Policies, Training and Advisory Support
  • Assist in maintaining, policies and procedures.
  • Deliver compliance training and awareness programs.
  • Provide ongoing compliance support for products, services, marketing and operational initiatives.
  • Promote a strong compliance culture.
Examinations and Audits
  • Organize external audit engagements for the bank
  • Support regulatory examinations and internal/external audits.
  • Compile requested documentation manage examination/audit requests and assist with correction action plans.
QualificationsCertifications
  • Certified Regulatory Compliance Manager (CRCM) designation preferred
Experience
  • Three or more years of progressive regulatory compliance experience within a financial institution.
  • Community bank experience preferred.
  • Experience supporting:
