Job Description

The DOT (Department of Transportation) & Regulatory Compliance Coordinator is responsible for ensuring adherence to all DOT regulatory compliance requirements and coordinating with EHS to ensure compliance management over all North Slope operations. Activities include maintaining advanced knowledge of federal, state, and local laws, regulations, licenses, permits, and ordinances pertaining to pipeline regulatory compliance; including but not limited to DOT, AOGCC, and ADNR SPCS. This position will also be responsible for reporting and management of programs which will be developed for an operating asset compliance including Process Safety Management. This role will also serve as the primary point of contact for the regulatory agencies, responding to inquiries and maintaining records to demonstrate compliance.

Key Accountabilities

  • Ensure compliance with all DOT regulations and other relevant regulatory requirements.
  • Develop and implement policies and procedures to maintain compliance with federal, state, and local regulations.
  • Supports compliance with Process Safety Management and other Pikka compliance Programs
  • Reviews and assists with Management of Change (MOC), Pre-Startup Safety Reviews (PSSRs), and Process Hazards Analysis (PHA).
  • Maintain accurate and up-to-date records of all regulatory compliance activities, including audits, inspections, training, and communication with regulatory agencies.
  • Assess, develop, and recommend systems and processes to support pipeline regulatory compliance.
  • Administer and audit systems and processes for completeness and compliance with regulatory requirements.
  • Actively lead Federal Pipeline and Hazardous Materials Safety Administration (PHMSA) and state partner agency audit support and response efforts.
  • Serve as the primary point of contact for regulatory agencies. Respond to inquiries, requests for information, and inspections. Build and maintain positive relationships with regulatory agencies to ensure smooth compliance processes.

Qualifications, Skills, and Experience Required

Required:

  • Knowledge of DOT regulations 49 CFR 195
  • Three (3+) years of experience with legislative and regulatory processes, interpretation of regulations, and development of programs to comply with regulations
  • Three (3+) years of experience in engineering, or related oil and gas discipline, technician role or higher
  • Three (3+) years of demonstrable experience working with Microsoft Office Suite including Excel, Word, PowerPoint, Access, and Outlook

Preferred:

  • Bachelor's Degree in Science, Technology, Engineering, Mathematics, or a related technical field
  • Five (5+) years of experience in the oil and gas industry supporting pipeline regulatory operations and relevant projects
  • Three (3+) years with Process Safety Management
  • Working knowledge of Microsoft Outlook, Word, and Excel.
  • Ability to read and understand mechanical and electrical drawings and technical specifications.
  • Working Knowledge and Demonstrated Compliance of USDOT (United States Department of Transportation) / Pipeline and Hazard Materials Safety Administration
  • Ability to conform to all OSHA, Process Safety Management, and HAZMAT program regulations.
  • Working Knowledge of Management of Change Process
  • Ability to learn and understand OSHA Emergency Response requirements.
  • Carry out peer audit reviews on filing and compliance in preparation for third party audit reviews
  • Places high value on team building, collaboration, and effective communications throughout the site and across the organization.
  • Ability to work well with others as an effective team player.
