This is a Non-Represented Position.
Please note that this position has been designated as a “Policy Maker” pursuant to the New York State Public Officers Law & the MTA Code of Ethics.  As such, you will be required to complete a Financial Disclosure Statement that will be provided to you by the New York State Joint Commission on Public Ethics.      
Summary:
This position is accountable for facilitating the achievement of LIRR safety and operating goals through field observations and training to ensure adherence to regulatory and corporate rules by LIRR Operating Department employees (Transportation, Engineering, Maintenance of Equipment, and Stations) as well as third party contractors. The position is required to ensure compliance with 49 Title Code of Federal Regulations Parts 217, 214, and 220; LIRR Roadway Worker Protection OnTrack Safety Manual; and LIRR Corporate Safety Rules for Employees for the purpose of achieving optimal operating performance and the safety of our employees, customers, and third parties who work on our property. This position has the authority to stop work to safeguard employees, third party contractors, and property.
Responsibilities: 
Responsibilities may include but are not limited to:
  • Promote Customer, Employee, and Third-Party Contractor Safety through work site inspections, observations, and training:
    • Conduct inspections of work on LIRR right-of-way and yards.
    • Conduct observations of employees and contractors, addressing compliance and noncompliance with Roadway Worker Protection and Corporate Safety Rules.
    • Has the authority to cease work or rail operations if deems imminent hazard to life or property exists.
    • Maintain written documentation and electronic recordkeeping for all inspections and observations as required.
    • Communicate findings and recommendations to end user departments ensuring correction of deficiencies is completed as required.
    • Provide reports as required.
    • Ensure compliance with all applicable regulatory requirements addressing deficiencies.
  • Support operating department safety initiatives, facilitate resolution of concerns, provide support for service disruptions and emergencies:
    • Participate in safety walks.
    • Address employee safety concerns as required.
    • Support Situation Room coverage as well as assessment of workplace conditions during recovery operations as required.
  • Participate on investigations:
    • Work with Corporate Safety Department investigators as required to investigate accidents and incidents.
    • Provide reports as required.
    • Serve as expert witness and provide subject matter expertise when required to federal/state or other regulatory authorities.
  • Promote Customer and Employee Safety through the research, development, and implementation of safety initiatives:
    • Training including the implementation of technology, updates/changes in regulations or corporate policies and procedures, etc.
    • Awareness campaigns including Gap Safety, Escalator/Elevator, etc.
    • Community outreach including Operation Life Saver.
    • Special Projects.
  • Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.
  • Perform other assignments as requested by Senior Management.
Qualifications:
  • Must have a four-year high school diploma or its educational equivalent (GED or TASC) approved by a State's Department of Education or recognized accredited organization.
  • LIRR Book of Rules and Physical Characteristics qualified or minimum 5 years of experience as a roadway worker in charge per 49CFR Part 214 and the LIRR RWP Program in capacities such as:
1) Structures Foreman
2) Power Foreman
3) Communications Foreman, Asst. Foreman
4) Signal Foreman, Asst. Foreman, Inspector, Maintainer
5) Track Foreman
  • Must have a minimum of 3 years of experience in a safety related capacity in a complex operating environment.
  • A thorough, working knowledge of Roadway Worker Protection Regulations per 49CFR Parts 214 and 220, their implementation and the ability to keep current with related Federal regulations and Corporate Safety Rules and Procedures.
  • Ability to evaluate the implementation of and provide compliance/conformance guidance on the Roadway Worker Protection Program and Corporate Safety Rules, Programs, and procedures.
  • Ability to train various levels of employees on the implementation of technology, updates/changes in regulations or corporate policies and procedures, etc.
  • Knowledge of Occupational Health and Safety Administration (OSHA), Federal Railroad Administration (FRA), New York State Department of Health and Department of Labor regulations, and ability to keep current with related Federal/State regulations.
  • Must have a valid driver’s license and the ability to travel to various locations during the scheduled work day.
  • Must be available for shifts outside normal business hours on a 24/7/365 basis as required.
  • Must be available to enter upon and traverse any portion of the LIRR right-of-way in all weather conditions, at any time of day, under various active and out of service operating conditions including in or adjacent to active construction and/or heavy maintenance.
  • Strong leadership skills with the ability to make decisions within a rapid and demanding environment.
  • Demonstrated problem solving and analytical skills.
  • Excellent oral, written communication and presentation skills.
  • Strong interpersonal skills to interact with all levels in the company and external sources.
  • Proficient in Microsoft Office (Access, Excel and Word) for research and report preparation.
  • Ability to maintain confidentiality of sensitive information.
PREFERRED/DESIRABLE SKILLS/QUALIFICATIONS:
  • Bachelor’s Degree in Physical, Biological, Environmental, and/or Occupational Health Sciences.
  • Familiarity with union working environment.
  • Knowledge of Railroad Operations.
  • Experience evaluating work sites for safety hazards and resolving them.
  • Knowledge of the LIRR ETS System and performing SAFER Audits.
Other Information:
In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to a pre-screening assessment (i.e., physical, written and/ or practical evaluation) and interview. Candidates forfeit further consideration in the process if they fail to participate in any step of the process when scheduled. Make up dates/times will not be given. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record. A record of more than ten sick days without medical documentation in two of the last three years is considered unsatisfactory attendance.  Not all qualified applicants are guaranteed an interview due to the competitive selection process.
A medical examination and safety-sensitive drug/alcohol test may also be required.
