Position Title: Construction Management Representative 

Location:  Big Bend National Park, TX (construction project location is located within two main developed areas of Big Bend National Park, TX; including Panther Junction and Rio Grande Village)

Salary Range:  $95,000 to $110,000 DOE

Period of Performance: 400 calendar days (approximately ending June 24, 2025)

This role is contingent upon award.  In addition to salary and our benefits package, this project will offer a weekly untaxed per diem, reimbursement for mileage up to the GSA rate or use of a PSI automobile, the cost of lodging and utilities, as well as the cost of mobilization and demobilization.  

Project/Position Overview:

The purpose of the Panther Junction water distribution system improvements project is to replace the existing aging distribution system and to upgrade it, as necessary, to meet current fire flow and Texas Commission on Environmental Quality (TCEQ) regulatory requirements.

The purpose of the Rio Grande Village distribution system improvements is to connect two dead end branches of the existing distribution system with new piping to provide a looped distribution system. In addition to the looped system, all meters in Rio Grande Village will be replaced.  Water meters shall be designed to accommodate future water meter improvements in Chisos Basin and Oak Springs.  Meters and supporting equipment should allow for integration between all locations (Chisos Basin, Oak Springs and Panther Junction).    

Responsibilities and Duties:

  • Provide technical assistance and support to CO during construction. 
  • CMR is to be knowledgeable in construction practices including applicable building codes, applicable safety regulations, cost breakdown estimating and negotiating, and technical writing.
  • Arrange, attend and facilitate a variety of meetings, including weekly meetings at the project site. 
  • Assist in resolving disputes and document issues experienced with Construction Contractor.  
  • Maintain all current construction documents on site at all times for review by NPS personnel as needed. 
  • Inspect the work of the construction contractor for progress, workmanship, quality and conformance with contract documents, applicable building codes and safety standards.
  • Demonstrated ability to prepare draft modifications, independent government estimates, responses to requests for information, process submittals, prepare field observation reports and conduct progress meetings, prepare meeting minutes, prepare the agenda for the weekly progress conference calls.
  • Able to develop Government Cost Estimates with breakdowns, review contractor proposals and claims, analyze cost differences, and draft pre-negotiation objectives and negotiation records for NPS review.
  • Observe daily construction activities to ensure compliance with contract plans and specifications.
  • Daily communication between the CMR and the COR (Contracting Officer's Representative)
  • Receive, log, and review Construction Contractor's submittals for completeness, accuracy and compliance with construction contract documents.  
  • Ability to evaluate payment requests as they relate to percentages/dollars/activities.
  • Ability to walk up multiple flights of stairs, get onto and use scaffolding, ladders, catwalks and/or a lift to access and view the building walls and roof, walk on the roof, use a ladder, and be tied off using a personal Fall Arrest System (PFAS).  Ability to go into confined spaces to observe a construction progress such as crawling, bending, stooping, climbing, etc.  Ability to work in an office and operate a computer system for up to 8 hours a day.

Education, Knowledge and Skills:

  • Bachelor's degree in civil engineering or related field preferred.
  • 5+ years Construction Management Experience.
  • Minimum of OSHA 30-hour construction safety training required.
  • Experience with SCADA systems preferred.
  • Knowledge and experience in scheduling software programs and schedule analysis and identify any discrepancies.  Analyze Time Impact Analyses.
  • Ability to read and interpret plans, schedules, and other specifications.
  • Written and verbal communication, problem-solving, and conflict resolution skills
  • Knowledge of software including Microsoft Project, Word, PDF, MS Teams, Excel, Oracle Primavera Project or equivalent scheduling software, review submittals, RFI's, and transmission of digital progress photos.
  • Maintain a valid driver's license.
  • Ability to communicate effectively with a diverse range of individuals.
  • Ability to multi-task and prioritize in a fast-paced work environment.
