ASR International is seeking a Construction Manager (CM) to join our team in supporting NAVFAC Pacific with construction management oversight for a variety of construction projects at Joint Base Pearl Harbor-Hickam, Hawaii.

The CM will perform independent construction management support services for various projects that will vary in type, complexity, and magnitude including structures and related work such as office and shop buildings, airfield expansions, utility installation, wharf repairs, and industrial facilities with projects ranging from $5M to $400M+.

Basic outline of Duties/Responsibilities include, but are not limited to the following Tasks/Services:

  • Document whether the construction conforms to contract requirements.
  • Perform cost and price review on change order proposals to determine cost/price reasonableness.
  • Administer technical aspects of construction contract modifications, including preparing cost estimates, reviewing cost proposals, assisting government in negotiations, and preparing modification packages.
  • Schedule, conduct, and document regular progress and construction related project meetings to review project status, discuss problems, and assist in the resolution of issues.
  • Monitor the design and construction clarification process.
  • Provide technical assistance in answering RFI's from construction contractors.
  • Coordinate construction operations between contractors, station personnel, and other agencies.
  • Monitor ongoing construction to review contractor progress and verify compliance with plans and specifications.
  • Review submittals and provide analysis, comments, and recommendations to Government Representatives.
  • Provide Quality Assurance (QA) of the adequacy of the construction contractor’s quality control program.
  • Participate in Preconstruction Meetings, Post-Award Kickoff Meetings, and Partnering activities during construction. Attend quality control, preparatory, and initial meetings and monitor three-phases of control checklists for accuracy and thoroughness.
  • Utilize eCMS or other project specific construction management systems in the processing of submittals, RFIs, correspondence, and reports.
  • Monitor compliance with environmental protection requirements and document all findings.
  • Follow NAVFAC Business Process Management System (BPMS) and associated Naval Engineering Training and Operating Procedures Standards (NETOPS) in the execution of required tasks.
  • Conduct construction schedule review/analysis for compliance with contract terms.
  • Conduct safety plan and activity hazard analysis review for compliance with contract terms.
  • Update construction project status reports and Construction Representative Reports (CRRs), including routine photo documentation of construction progress.
  • Maintain official working files in the electronic Construction Management System (eCMS).
  • Report and document instances of non-compliance with quality control and safety requirements.
  • Monitor and document construction surveying, materials, and system testing conducted by the construction contractor.
  • Provide review/analysis and notes, comments, recommendations about the daily construction quality control, safety, and production reports.
  • Ensure the contractor provides a complete set of Operation and Maintenance Support Information (OMSI) Manuals and conducts any user training for equipment installed on the project as required by the construction contract.
  • Coordinate the closeout process including punch list preparation and completion, testing and start-up of major systems, training, final acceptance, contractor evaluation and final payment.
  • Provide review/analysis and notes, comments, and recommendations on Contractor’s Requests for Payment.
  • Review and ensure as built/schedules are updated.
  • Participate in final acceptance and testing of major building systems and provide notes, comments, and recommendations for acceptance or rejection of the witnessed system based on contract document conformance.
  • Review technical engineering specifications and statements of work covering diverse engineering designs or changes to the contract documents checking for accuracy and suitability to ensure conformance with building codes, military standards, guide specifications, and contract specifications.
  • Review construction contractor’s cost loaded schedule to evaluate Work-In-Place (WIP) projections. Provide monthly updates to office leadership.
  • Provide weekly reports of work completed to document field engineering support and quality assurance on each project assigned. Reporting elements include project status, project issues, costs, schedule information, and photo documentation of construction progress. All inspection findings, observations, and recommendations should be included.
  • Generate daily inspection reports and document observations to correct inaccuracies reported by the contractor.
  • Review administrative and technical submittals and provide comments/recommendations to the Government in writing.
  • Provide meeting minutes for the Government when participating in design charrettes, preconstruction conferences, partnering sessions, preconstruction meetings, and quality control meetings.
  • Provide written updates on project status, project issues, costs, and schedule information to team members, senior management, and other relevant project stakeholders.

Qualifications:

  • 5 years of recent experience as a Construction Manager, Project Manager, Project Controls Manager, or Contracting Officer’s Technical Representative on Department of Navy or other Department of Defense Construction Projects that are similar in size and complexity (valued over $4M consisting of multiple trades).
  • Possess a Bachelor of Science (BS) degree in engineering, architecture, building construction, construction science, construction management, or a Bachelor of Arts in a business-related field from an accredited college or university.
  • EIT's or Engineers who have passed the Fundamentals-in-Engineering exam in the US are exempt from education requirements.
  • Knowledge of the three-phases of control and Construction Quality Management process.
  • Understanding of construction concepts, principles and practices applicable to multi-disciplined engineering projects and the design, layout, and supervision of construction operation.
  • Knowledge of construction practices and methods and construction management skills.
  • Experience in the use and application of Microsoft Office (Word, Excel, PowerPoint, Outlook), Primavera, CostWorks, and Success Estimator. Possess the ability to adapt to new software such as eCMS.

Preferred:

  • Current certification of successful completion of the US Army Corps of Engineers (USACE)/Naval Facilities Engineering Systems Command (NAVFAC) Construction Quality Management for Contractors course is desirable.
  • Knowledge or training in Primavera scheduling software or other construction scheduling software packages including logic networking, critical path method of scheduling, and cost loaded schedules is desirable.

Other Requirements:

  • Provide satisfactory proof of U.S. citizenship. (U.S. or naturalized).
  • Ability to obtain all required Security Clearances prior to commencement of work.
  • Work requires some physical exertion such as long periods of standing; walking over rough, uneven or rocky surfaces; climbing upon ladders; lifting/moving office files; recurring bending, crouching, stooping, reaching or similar activities. Walking will be required throughout the workplace facilities and at work sites
