Overview

Axle is seeking a highly ambitious, adaptable, structured, and detail-oriented Scientific Program Manager to join our vibrant team at the National Institutes of Health (NIH), National Institute of Allergy and Infectious Diseases (NIAID), Division of Extramural Activities (DEA), Office of Research Training and Special Programs (ORSTP).

Technical Requirements:

  • Perform in-depth analysis of extramural small business biomedical research within NIAID mission areas (infectious diseases, immunology, HIV/AIDS) and relevant research products (therapeutics, vaccines, diagnostics, etc.).
  • Evaluate biomedical product outcomes using scientific literature searches in science and biotechnology, and evaluate success of small business research products funded by the NIAID.
  • Use research and development outcomes to stimulate technology innovation and innovative use of products developed as a result of NIAID funding.
  • Assist/organize programs that will attract and retain small biomedical businesses producing research products and technology of interest to the NIAID.
  • Serve as a Small Business Program team lead for program centric initiatives in coordination with support contractors.
  • Assist in the evaluation of new or enhanced small business and technology development programs and initiatives.
  • Work closely with the NIAID Small Business Program Coordinator and scientific program staff, to identify and inform small biomedical business owners about NIAID research priorities, activities, and funding opportunities, and to provide SBIR/STTR policy and procedural assistance to potential applicants.
  • Communicate (in person, by email, or conference call) with small business researchers and owners to discuss SBIR/STTR research programs and provide policy and procedural assistance to potential applicants.
  • Serve as a Small Business Program team liaison for SBIR/STTR relevant NIH wide activities.
  • Collaborate with other RTSP staff to integrate work activities.
  • Provide technical and program guidance and direction in SBIR/STTR area.
  • Interact with other NIH Institutes and Centers (ICs) to discuss scientific programs and activities.
  • Assist with development of research initiatives and communications.
  • Coordinate, prepare, and present SBIR/STTR information for outreach activities, both virtual and in person, and which may include one-on-one conversations with prospective applicants.
  • Prepare and respond to NIH/NIAID SBIR/STTR requests for information.
  • Track SBIR/STTR information to be provided to the NIH SEED Office.
  • Work with the NIAID Extramural Divisions to update contract topics and program descriptions and waiver topics for annual Ominbus solicitation reissues.
  • Schedule and coordinate internal and external Small Business team meeting activities and provide meeting support in the preparation and distribution of agendas and meeting minutes.
  • Drafting and editing of documents and presentation slides.
Specific Qualifications:
  • Bachelor's degree in a related field.
  • Minimum of five (5) years of related experience.
