Computer and Information Systems Manager/Team Lead

This contract is to obtain maintenance and development support services for the National Science Foundation intranet. In this role, begin by joining the transition activities. Once the transition is completed, you provide high-level expertise in developing complex SharePoint 2016 applications, SharePoint Online applications, and other platforms employed by NSF. You will act as the company’s Team Lead, representing the team to NSF and reporting back to our corporate program management. You provide project plans, weekly and monthly status reports, direct the completion of tasks within project estimated time frames and project budget constraints.

Outside of your team lead responsibilities, you define functional requirements based on business needs, produce and maintain detailed technical documentation, and provide user support on technical issues. Performs a variety of complicated tasks. You may be asked to consult on complex projects as this role is considered the top-level contributor/specialist for the team.

Period of Performance: July 2024 to July 2029

Place of Performance: Mainly remote but with occasional attendance at onsite meetings in Alexandria, VA

Signed Letter of Commitment required with proposal by May 7, 2024

Preferred Qualifications: 

Candidates with these skills will be given preferential consideration.

• Bachelor's degree in business management, Engineering, Computer Science, or other relevant discipline

• Minimum 6 years of SharePoint management experience

• Minimum of 3 years working in an agile software development environment

• Demonstrated experience leading a team transitioning an agency or customer from on-premise or cloud-based SharePoint to Microsoft 365 or other software platform

Environment

• Web Application Servers – SharePoint 2016 (migrated Oct 2018)

• Database Servers – Sybase15.5

• Programming and Code Management – Subversion and JIRA

• Performance Testing – Microsoft Visual Studio

Education: 

Bachelor's degree or higher plus 3 years' experience is required. Equivalents are provided.
