Residential Team Manager II

Summary of Duties:

Provide coordination and supervision of assigned forensic residential sites or services.  In addition, the Team Manager II will be responsible for implementation and monitoring of LPs.  Work cooperatively with other agency personnel in the development and delivery of comprehensive services to meet individual’s needs. Provide administrative and programmatic supervision to Habilitation Managers, Assistant Habilitation Managers, and Habilitation Techs as assigned.    Act as a role model for residential programs, demonstrating leadership and professionalism in the day to day program oversight in sensitive forensic diagnosed settings with complex behavior support programs.

Reporting Relationships:

Receive both administrative and programmatic supervision from the Residential Director.  Provide direct supervision to Habilitation Managers, Assistant Habilitation Manager, Habilitation Techs as assigned.  Work cooperatively with other team leaders and department administrators. 

Responsibilities and Illustrative Duties:

1. Provides clinical and administrative supervision of assigned forensic residential assigned programs. 

2. Ensures that all pertinent regulations, policies and applicable laws are followed at each assigned location. 

3. Participates in the admission and discharge of program participants.

4. Participates in six month and annual reviews for program participants.

5. Provides input into the development and monitoring of each person’s staff action plan. 

6. Monitor staffing to ensure staffing plans meet the needs of individuals supported in the programs. 

7. Responsible to ensure outcomes are billable and meet programmatic and fiscal requirements as indicated by regulation. 

8. Responsible for writing Individual Plan of Protective Oversight and the Site Plan of Protective Oversight and keeping them current.  

9. Responsible for ensuring assigned staff is trained in regulatory/agency mandated areas and in areas to improve quality of care for individuals served. 

10. Responsible for ensuring compliance with all Part 624/625 and 633 regulations and reporting violations, deficiencies and/or incidents as they are discovered or observed.  

11. Ensures that site active programming is established and implemented for individuals that are not capable in the community for various forensic reasons.

12. Responsible for supervising, training and developing assigned staff. 

13. Responsible for staffing activities to include recruitment/hiring, scheduling and supervision of assigned staff in accordance with agency policies, procedures and practices.

14. Responsible for ensuring assigned sites operate within budget, including monitoring FTE’s, overtime usage and service delivery units.

15. Responsible for oversight of individual funds, accounts and security of money at site where duties include day-to-day oversight; and in conjunction with the Habilitation Manager at assigned site(s).

16. Maintains required service, statistical and administrative records. 

17. Schedules and/or participates in staff meetings for assigned site(s).

18. Maintains medication administration certification and supervises/monitors medications as needed.

Other Duties:

19. Membership in agency and regional committees as assigned. 

20. Other duties as assigned. 

Extraordinary Work Conditions: 

Required to work varied hours and weekends according to program need and individual residents’ schedules.  Required to be available to address emergency or unusual situations. Required to complete on-call responsibilities as assigned.  Must be willing and able to transport residents as needed. Must be able to meet physical requirements of the job. 

Qualifications:

NYS driver’s license with acceptable driving record within Agency criteria.  Medication Administration Certification, CPR/First Aid, and SCIP-R certification are required.  

Education & Experience:

Associate’s Degree in Human Services field PLUS three (3) years’ experience in a rehabilitative setting or related service provision; including two (2) years of which was served in a supervisory capacity OR Equivalent number of credit hours = to an Associate’s Degree PLUS related experience as noted above.
