Project Engineer

OBJECTIVE

The Project Engineer for Capital Projects provides support to ensure the highest quality of the engineering and construction of the mechanical aspects of the project, this includes but not limited to; Civil, Structural Steel, Piping, and Machinery.  The Project Engineer reports to the Project Manager(s) for projects they are assigned to.

KEY RESPONSIBILITIES
 

• General Support:-
  • Actively participate in the Refinery Safety Program
  • Coordinates preparation of training packages, and Participates in new Facility training
  • Acts as a liaison between Project Managers and engineering disciplines
  • Coordinates and Provides Feedback for lessons learned
  • Escort contractors.
  • Manages RFIs during engineering and construction to resolution
  • Contributes to Project Safety Plan.
• Engineering Support:
  • Conduct field verifications
  • Review engineering deliverables (i.e., drawings, requisitions, specifications, etc.),and ensure proper engineering discipline (NPQC) reviews are completed
  • Ensure project distribution lists are in place
  • Respond to RFIs from manufacturers of engineered materials
  • Provide Photos as requested
  • Coordinates engineering design reviews including HAZOPs, 3D Model reviews, and TORC SME discipline reviews; and stewards action items/comments to completion.
  • Ensures FEL2/FEL3/FEL4 engineering packages are technically complete.
  • Review of engineering/design drawings (CWP’s) prior to IFC for compliance to Site & Corp Standards, including Hot Tap Packages
  • Ensure construction work packages (CWP) are complete for turnover to construction, including TORC Welder Quality Control Forms (WQCF) for all field welding, SAT procedures, and required field verification and mechanical completion checklists.
  • Manage the review and approval of deviations to Corporate Standards, including recommendations to make permanent revisions.
  • Ensure quality plans and resources are in place for engineered material, equipment, and prefabricated items.
  • Coordinate development of test plans (e.g., factory acceptance test, site acceptance test, performance testing, etc.).
  • Coordinate preparation and completion of Safety-in-Design, constructability, operability/maintainability, and human factors checklists, and participate in those reviews
  • Drawing and documentation control
  • Coordinate project turnover of as-built documentation, asset management (SAP), spare parts, and training information.
  • Ensure project Management-of-Change (MOC) is in place, and coordinate completion of actions to progress MOC status.
• Construction Support:
  • Performs regular inspections of the contractors work onsite and off-site, to ensure the works are continuing per the project specifications.
  • Provide field review of construction drawings to assure contractors are installing per current revision of project drawings, and RFI’s are distributed to the field and added to the construction set of drawings.  Verify Redline drawings are being created as construction is ongoing.
  • Provide compliance feedback to respective projects Team or conformance to drawings.  If deviations are observed initiate with the FLS a ‘Non-Conformance Report’.
  • Performs mechanical completion inspections checklist once the contractor has completed the works, for piping, structural steel & civil works.
  • Complete and coordinate MOC Field Verification and checklists requirements per MOC, & PSSR and follow-up on any Punch list items.
  • Ensures PM has team-building plans in place at key junctures in the project, including at project completion.
