Job Description

SUMMARY: The Regional Manager – Southern California is based in Los Angeles and ensures that Step Up's real estate assets are managed to industry standards, maintains compliance with all applicable laws and regulations, and adheres to Step Up's philosophy and housing model. This is a supervisory position.

REPORTS TO: Assistant Director of Property Management

CLASSIFICATION: Exempt

SALARY: $70,000.00 - $90,000.00 DOE

DUTIES:

PROPERTY OPERATIONS:

· Oversee day-to-day operations of an assigned real estate portfolio; Must be available to respond to property emergencies

· Train and supervise Resident Managers to ensure they are meeting regularly with Services to problem-solve tenant issues, find solutions that are in alignment with Step Up's philosophy, and adhering to Fair Housing, Equal Employment and Equal Housing Opportunity requirements

· Monitor the physical condition of assigned properties; recommend and schedule maintenance

· Train and supervise Maintenance staff

· Ensure all tenant rent and subsidies are charged correctly and collected monthly when applicable

· Audit staff work to ensure complete and accurate tenant files, income certifications, tenant correspondence, notices, reports, etc.

· Ensure lease enforcement occurs per department procedure. Work with legal counsel in unlawful detainer cases.

· Prepare recurring reports on operations and performance standards

· Participate in lease up of new and existing properties, ensuring minimal vacancies, while maintaining compliance with low income and other regulatory requirements

COMPLIANCE:

· Prepare recurring reports to public agencies, lenders and financial partners regarding the status of project operations.

· Ensure projects are properly managed and operated in compliance with required regulatory restrictions.

· Update compliance matrix and ensure that all reporting deadlines are being met on time

OTHER HOUSING DEVELOPMENT DUTIES:

· Assist in creating and implementing long term asset management plans for assigned real estate portfolio

· Communicate with Project Manager/Superintendent at properties with active construction

· Prepare recurring reports on construction progress

· Maintain Housing Department filing system, including proper handling of confidential tenant files.

SKILLS/ ABILITIES:

· Excellent project management skills, with attention to detail and thoroughness.

· General property management, including rent collection, landlord/tenant law, maintenance and repairs.

· Prepare reports to funders, lenders, regulatory agencies, and general and limited partners.

· Knowledge of public and private financing sources and housing programs, including local, state and federal loan programs, section 8 and low-income housing tax credits.

· Demonstrated computer skills with proficiency in MS Word and Excel.

· Current valid CA driver's license, vehicle and insurance.

QUALIFICATIONS:

· Associate Degree required; Bachelor degree preferred

· At least 3 years of experience in property management required; experience with affordable housing or permanent supportive housing subsidized with public funds preferred

· At least 1 year of supervisory experience required

· Knowledge of fair housing laws required

· Previous experience with Yardi preferred

· Previous experience with individuals experiencing mental health issues and/or homelessness preferred

SUPPLEMENTAL INFORMATION: Work with people experiencing homelessness whether on the streets, in shelters or other places of habitation or services, may present inherent challenges and difficulties such as: exposure to bed bugs or other infestations, unpleasant smells or odors, individuals who may have poor hygiene or unclean homes due to homelessness, mental health symptoms, or poverty. Additionally, in working with our members, employees may encounter instances of profanity, sexually explicit or derogatory language, or verbal or physical expressions of anger and trauma. Very rarely do these situations ever escalate to physical contact, and negative or derogatory communication patterns can often be negotiated successfully. All direct care staff are provided adequate training to develop skills to deescalate crisis situations that may arise and Step Up has established procedural safeguards for all employees to mitigate (but not eliminate) these inherent risks of employment.

PHYSICAL REQUIREMENTS: While performing the duties of this job, the employee is regularly required to sit; use hands and fingers; handle or feel; reach with hands and arms; talk; and hear. The employee is frequently required to walk, balance, stoop, kneel, and/or crouch. The employee must occasionally lift and/or move up to 15 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and ability to adjust focus. Keyboard data entry required.
