Works as part of the Zoning Permit Section (ZPS) within the Zoning Administration Division. Serves as the manager of the Administration & Records Work Unit and assists the Assistant Zoning Administrator in the day-to-day operations of ZPS. As the manager of Administration & Records, manages the flow and intake of information and permit applications into ZPS and is responsible for the oversight of front counter customer operations, to include telephone, email and in person service of customer inquiries. Serves as the official records manager of ZPS and manages Freedom of Information (FOIA) requests for the Zoning Administration Division.

This position accesses PLUS, FIDO, ProjectDox, and other county computer applications. Reviews maps, plats, files, and other documents. Applies and interprets the Zoning Ordinance and related county codes in the intake and processing of permits and other information requests, and coordinates with other agencies as needed. Provides technical interpretations, explanations, and assistance in zoning permit application processes and PLUS in the issuance of various county permits, to elected and appointed officials, planners, engineers, inspectors and other county staff, construction industry representatives, and citizens. Serves as a subject matter expert regarding the application of the Fairfax County Zoning Ordinance and agency policies as they relate to zoning permits issued by ZPS, such as ALUs, home based business permits, and other administrative approvals. Provides day-to-day management and training of assigned personnel in the furtherance of county permit and records management processes and all other assigned duties of the work unit, and to ensure timely service is provided to the public.

This position also assists the Assistant Zoning Administrator in the oversight and management of ZPS which may include:

  • Workforce planning - serves as a hiring manager, subject matter expert, and assists in the selection of personnel;
  • SOP management - creates and/or improves standard operating procedures for work tasks within assigned area of work;
  • Training - trains new staff members in ZPS;
  • Training development - develops training modules and presents information on section work tasks for internal and external customers, to include content on county websites; and
  • Liaison - acts as a liaison between ZPS and other county agencies/personnel to address issues and conflict in related areas of review, and to improve the overall land development processes.
Note: In accordance with current Fairfax County telework and personnel policies, this position is eligible for partial telework. Telework enrollment and continuance are subject to supervisor approval and County policy.MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in a field of study directly related to the industry being regulated such as engineering, architecture, urban planning, biological or environmental science, public administration, law enforcement, legal studies or a related field; plus two years of progressively more responsible complaint resolution and/or code enforcement experience in the industry being regulated.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
Seeking individual with knowledge of local government regulations and/or experience working and managing assigned staff in a regulatory agency. Must have strong organizational skills and the ability to manage a fast-paced work environment with significant interaction with the public. Must possess strong written and oral communication skills, including editing, oversight, or preparation of correspondence to the public in letter and email form; must be an excellent, effective, and innovative communicator. Must possess strong interpersonal and public relations skills to work effectively with various officials, staff members in a team setting, citizens and other customers. Must be able to perform complex work assignments with minimal oversight and be willing to confidently make technical and personnel decisions as they relate to the section and assigned staff.

Must possess the ability to use a personal computer, word processing applications, and Geographical Information System (GIS) based programs or related permitting review and/or government software such as PLUS or other Accela software. In addition, must have experience working in or, preferably, managing, an office that provides a high volume of information to the public in person, via a telephone system and/or email.

PHYSICAL REQUIREMENTS:
Employee may be required to lift up to 15 pounds. Job is generally sedentary in nature; however, visual acuity is required to read data on computer monitor, incumbent must be able to operate keyboard driven equipment to access, input and retrieve information from computer. The ability to reach and bend to retrieve files from a 7-foot high shelf filing system. The ability to read site plans, ordinances, and other related land development data, either on paper or on a computer screen. All duties performed with or without reasonable accommodations.
