Reports To: City Council
Summary: Supervise all employees of Public Works Dept. Manages the Public Works Dept. by providing strategic direction to ensure that all tasks are completed within a reasonable amount of time and within budget, drives continuous improvement in regulatory compliance and safety, coordinates with the City Council/Mayor to establish appropriate repair and replacement plans for all aspects of the City of Lincoln infrastructure needs. This is highly skilled supervisory work, who oversees crews of equipment operators engaged in street maintenance work and sanitation operation. The Public Works Director is responsible for scheduling and coordinating activities of projects, crews, general day-to-day operation of the department and oversee all buildings and grounds projects. The Public Works Director will identify and implement corrective actions deemed necessary through collaboration with the City Council/Mayor, ensure worker safety, public safety and mitigate potential impacts to the City of Lincoln and the residents of the City of Lincoln.
Reports to:
• Works under general guidance and direction of Mayor and City Council as well as Water/Waste Water Commissioner and Public works Commissioner
• Portfolio holder for disciplinary actions, hiring, termination and department disputes
• Portfolio holder for all public works approval and guidance prior to monthly city council meeting

Job Duties include but are not limited to:
• Direct supervision of the Public Works Dept. Supervises and delegates work schedules engaged in street and storm sewer maintenance and repair, street marking, snow removal, tree trimming, solid waste, water and waste water and like work.
• Plan, organize, coordinate, assign and evaluate the work of subordinate supervisors; provides training and counseling as needed.
• Assures that paper safety standards and precautions are followed. Organize safety programs and other certification training, coordinate safety meetings and follow all safety rules.
• Work with budgeting in each department; oversees large purchases; maintains records and prepares reports related to the work; investigate and prepare incident reports, insurance documents for liability claims, injuries and vehicle or equipment accidents.
• Control the expenditure of budgeted funds; maintains general inventory of materials and supplies. Prepare and maintain records for weekly and monthly reports, prepare reports, approve department time records for payroll purposes.
• Work closely with the City Engineer on all city projects. Ability to read, understand and apply construction drawings and designs.
• Ensure that all Public Works Dept. employees and are properly and trained.
• Ensure that all Public Works Dept. employees have needed certifications to operate city infrastructures and equipment .
• Analyze and evaluate maintenance functions; initiate or recommend ne or improved practices to the City Council.
• Investigate and take appropriate action or make recommendations in response to citizen complaints or inquires; initiate improvements to eliminate continuing problems.
• Ensures that equipment is in proper working order; oversee and coordinate preventive maintenance and repairs on equipment.
• Inspect completed work; assure that work is completed properly.
• Be involved in hiring employees and evaluation of present employees
• Performs other related duties as assigned
Requirements of Work Knowledge, Skills, and Abilities
• Thorough knowledge of methods, practices, materials and equipment used in maintaining and making repairs to streets, storm sewers, curbs, sidewalks and the like.
• Thorough knowledge of medium and heavy motorized equipment operation.
• Thorough knowledge of equipment maintenance practices.
• Thorough knowledge of safety standards and precautions pertaining to the use and operation of motorized equipment and hand and power tools and to working in hazardous locations and conditions.
• Considerable knowledge of effective supervisory methods and practices.
• Ability to plan, organize, schedule, assign and evaluate the work of subordinate supervisors.
• Ability to demonstrate the use of hand and power tools in a safe and effective manner.
• Ability to keep records and prepare reports.
• Ability to establish and maintain effective working relationships with other employees, contractors, and the general public.
• Ability to communicate effectively, both orally and in writing.
• Ability to operate a motor vehicle.
• Ability to perform 24-hour standby duty for public works emergencies in the City.
• Basic computer skill in meter reading and utility billing software.
Qualifications:
• High School Diploma or General Equivalency Diploma (G.E.D)
• 6 years of experience or equivalent combination of education and experience
• 4 years of supervisor experience or preferred
• Medium and heavy equipment experience desired
Licensing Requirements:
• Valid ND Driver’s License with Class B Commercial Drivers License with Air Brake endorsement
• Solid Waste-Sewer & Water Utilities Area
• Water Distribution Class II Certification (within one year)
• Wastewater Collection Class II Certification
• Street Maintenance & Building and Grounds Area
• Weed Control Certification – must obtain with in one year of hire for application of noxious weeds
• North Dakota Commercial Applicators License: Pest and Weed Control
Job/Office Conditions:
• Must be comfortable in various work settings including office, field and meeting environments
• Indoor/Outdoor environments
• Computer work is required

• may be subjected to moving mechanical parts, electrical currents, fumes, odors, dusts, gases, poor ventilation, chemicals, extreme temperatures, work space restrictions and intense noises.
• Heavy Work: Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of forces constantly to move objects.
