The Maryland Department of Transportation Maryland Transit Administration (MDOT MTA) is seeking an experienced Chief of Strategic Planning to work in the Office of Planning and Programming (OPP). The position will lead or assist in the development of planning studies and the design of infrastructure and facilities projects in MDOT MTA's core and statewide service area to support the safe, efficient, and reliable provision of transit services, including local and express bus, light rail, metro subway, Mobility paratransit, MARC Train, and Commuter Bus services. The position will support the Project Development Division with the administrative and technical activities required to develop planning projects and initiatives. Administrative duties include assisting with the management of planning contracts, work orders, on-site staff supervision, invoice review and approval, and management of planning and project funds. Technical duties include developing project scope, budget, and schedule, drafting or reviewing project deliverables, gathering needs and input from internal and external project stakeholders, and ensuring projects follow all agency, local, state, and federal requirements, and industry guidelines. Compliance with regulations, policies, and guidelines will be ensured through close coordination with other departments and divisions within MDOT MTA. The position will assist in the creation of project fund needs and requests in preparation for quarterly and annual budget meetings and activities requested by the Division of Capital Programming within the Office of Planning and Capital Programming (OPP).

The position will also represent MDOT MTA in coordination with local jurisdictions and the general public regarding the various planning studies and design of capital projects, including sitting on internal and external committees as requested. The position will assist in the creation of annual planning work tasks within the capital budget to support the MDOT MTA mission. This position will assist the Manager of Project Development with supporting the Director of the Office of Planning and Programming (OPP) in the following areas: manage and coordinate OPP and MDOT MTA initiatives as assigned; assist with the development of core planning projects; supervise and coordinate Project Development staff as assigned by the Manager; approve deliverables, invoices, and timesheets of team and consultant staff; complete special assignments involving internal/external partners; oversee and manage grant applications and grant-funded projects as assigned; and coordinate work with other offices throughout MDOT MTA as well as with the Office of Planning and Capital Programming in the Maryland Department of Transportation and the Secretary's Office (MDOT TSO). The employee receives general supervision from the Manager of Project Development.

The current position is located in Baltimore City, Maryland.

Qualifications
MINIMUM QUALIFICATIONS:

Education: A bachelor's degree from an accredited college or university.

Experience: Five (5) years of experience in administrative or professional work. One (1) year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures. **Three (3) years of the required experience must include experience in transportation planning or engineering.

Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or ability).
The ideal candidate will possess:
•Bachelor's or Master's degree in Transportation Planning, Geography, Transportation Studies, Urban Planning, Urban Studies, Environmental Planning, Public Administration, Civil/Transportation Engineering, Business Administration, Statistics, Mathematics or a related field is preferred
•Knowledge of MDOT MTA's service area
•Supervisory skills and experience managing the work of consultants
•Knowledge of best practices in transportation planning
•Public speaking skills to represent MDOT MTA in public meetings and stakeholder coordination
