The Office of Innovation and Technology (OIT) will ignite curiosity in employees and fuel a passion for discovery, experimentation, and critical thinking.  OIT leads the following areas of focus. Innovation, Informatics, Data Management, and Technology. Within the Technology focus there are three main areas, IT Operations (Health Technology Solutions), Enterprise Architecture and Information Security.

 

This position leads the Enterprise Architecture Program within OIT and reports to the Deputy Secretary of Innovation and Technology.

 

The EA Program Manager is commonly referred to as the Enterprise Architect. This position works with stakeholders, both leadership and subject matter experts, to build a holistic view of the agency's strategy, processes, information, and IT assets. This understanding informs decisions regarding alignment of resources to business needs for strategic advantage and compliance with statewide and federal policies and technology direction. This position links the business mission, strategy, and processes to the IT strategy and documents this using multiple architectural models or views that show how current and future needs will be met using an efficient, sustainable, agile and adaptable approach.

 

This position provides reliable and professionally sound guidance, consultation, and advice at an advanced level of EA expertise to the Deputy Secretary of Innovation & Technology, CIO, CISO, HTS leadership team, agency leadership and business. The Enterprise Architect oversees the delivery of EA activities that support the current and future business needs of agency programs and public health. This position is responsible for providing agency-wide leadership in the development and implementation of enterprise domain and security architecture, policies, procedures, and standards. Duties require the ability to develop highly effective methods and practices, leading to achievement of successful outcomes for the agency.  

 

This is a full-time permanent IT Architecture - Manager position located within the Office of Health Technology Solutions (HTS).

Currently, this position may be located anywhere within the State of Washington. Due to the COVID-19 pandemic, telework (mobile-work) is expected, with occasional reporting to the Tumwater duty station. When approved to return, the incumbent will work with their supervisor to identify an appropriate work schedule and balance, including telework and reporting to the Tumwater duty station for work activities.

Required Qualifications

  • Option 1: A Bachelor's degree or higher involving a major study in computer science or closely allied field; AND five (5) or more years of experience analyzing, installing, and/or maintaining server systems, software applications, hardware, or telecommunications or network infrastructure equipment.

 

OR

 

  • Option 2:  Eight (8) or more years of experience analyzing, installing, and/or maintaining server systems, software applications, hardware, or telecommunications or network infrastructure equipment.

 

AND

  • Four (4) or more years of experience supervising/managing technical staff; including selecting, training, evaluating, motivating, coaching and correcting employees; planning, organizing and delegating work; and ensuring work is performed within resource constraints and technical specifications.
  • Three (3) or more years' experience operating within an Enterprise Architecture framework (such as NACIO, Zachmann, TOGAF, or DoDAF).
  • Six (6) years of expert-level IT experience in the past ten years in data systems, network systems, application development and/or business process modeling/process improvement, service asset or configuration management.
  • ITIL Certification (Foundation, Intermediate, Managing Across the Lifecycle, Expert or ITIL Master.)

Desired Qualifications 

  • Demonstrated experience in managing an Enterprise Architecture program consisting of multiple EA domains within the past six years.
  • Four (4) or more years of experience in strategic planning/performance and accountability tracking within an IT organization.
