Follows the Office of Technology's Project Risk Management Framework to provide independent project / portfolio risk management services for one or more state agencies that are planning / executing large scale Information Technology projects.

Purpose of Position/Summary:
This position offers an excellent opportunity to make a difference in the delivery of large-scale Information Technology (IT) projects throughout the *** (SOI) and in doing so, help deliver enhanced services to SOI residents. The Consultant - Project Risk Management reports directly to the Director - Project Risk Management within the Indiana Office of Technology (IOT) and follows IOT's Project Risk Management Framework to provide independent project / portfolio risk management services for one or more state agencies that are planning / executing large scale Information Technology projects. This is not a typical project management position. Rather than managing one or more projects, this position will integrate into other SOI projects, evaluate various project processes and artifacts, and provide expert risk guidance and recommendations that will ultimately provide opportunities for SOI agencies to deliver large-scale IT projects on-time, on-budget, and with expected quality. Independent project / portfolio risk management services are a part of the overall Project Risk Management (PRM) framework, a full lifecycle risk management process (from project idea through project implementation and beyond) that is required for all SOI large-scale IT projects.
Essential Duties/Responsibilities:
Provides independent risk management services while following the overarching PRM framework
Provides just-in-time risk analysis and feedback to SOI agency project teams throughout the project
Maintains and delivers monthly summary reports using standard report format and required timing
Schedules and delivers monthly management briefings to agency leadership in required timing
Evaluates project health and trend given past, current, and future project risk landscape
Escalates risks/issues when and where appropriate
Identifies and communicates:
o detailed project findings / risks
o clear and actionable mitigations for the finding(s) based on experience and expertise
o potential consequences to the project if mitigations are not followed
o timing when finding(s) might worsen if mitigation(s) are not followed
Analyzes, assesses, and communicates feedback for the following as part of PA and RC services:
o Stakeholder involvement and buy-in with system's ability to meet program needs
o Staffing plan to ensure resource capacity, experience, and expertise for project needs
o Project performance to assess risks for delivering agreed upon milestones
o Project planning and software development documents
o Development processes to ensure they are documented and consistently followed
o Project deliverables to ensure accuracy, completeness, and contractual adherence
o Requirements, design, training, and test documentation for accuracy and completeness
o Communications and Organizational Change Management planning and execution
o Change management planning and execution
o Project schedule to ensure detailed, complete, and integrated
o Risk management processes and tools and the maintenance of a risk log
o Testing processes, results, defect management
o Training plan, content, delivery, and performance
o Other focus areas as deemed appropriate for each project
Provides guidance, tools, and templates that are proven effective to reduce project risk
Partners with members of the PRM team to drive heightened value of PA or RC services
Provides ideas and input to help take the PRM team to the "Next Level"
Job Requirements:
PMP certification required
Ten (10) years of experience with proven successful delivery of large-scale, complex IT projects / portfolios
Expertise in variety in agile, waterfall, and hybrid project delivery approaches
Expert knowledge of common risks for large-scale IT projects and proven mitigation strategies
Expertise in content of project planning documents and artifacts required for project success
Expertise in all aspects of software delivery (new development, configuration, COTS, and platforms)
Experience in procurement, statement of work, and contract processes and documents
Ability to provide critical feedback on risks and issues while maintaining a sense of partnership / trust
Ability to integrate, collaborate, and demonstrate value within large and diverse project teams
Flexibility in an ever changing project and team environment
Provide a consistent whatever-it-takes mentality to help drive project success
Excellent oral / written communication skills and comfortable interacting with all organizational levels
Ability to interact with external vendor personnel
Ability to work with a sense of urgency and with a strong desire to meet expected timelines
Extremely quality focused and with attention to detail
Ability to work independently
Ability to deliver while balancing quality and timeliness
Thirst for knowledge and an aptitude to quickly learn new concepts, processes, tools, and techniques

Proficiency in standard Microsoft Office products is required
Proficiency in Microsoft Project and SharePoint is required
Experience with Microsoft Project Online is preferred
Experience with Atlassian tools suite (Jira, Align, and Confluence) is preferred
Experience with Salesforce and Dynamics CRM implementation projects preferred
Previous Independent Verification & Validation (IV&V) or Risk Consulting experience is preferred
Bachelor's Degree is preferred
Project risk management coursework or certification is a plus
