As a Community Health Clinic Dental Manager, you will be part of a dedicated team working to Promote and Protect the Health of ALL People in Tillamook County. INTRODUCTION This classification is to manage, direct, coordinate and evaluate the activities of Dental Care Services for the Health & Human Services Department. The position is responsible for all aspects of the planning and service delivery of preventative and educational public and community health dental/oral health services including to develop and monitor the effectiveness of policies and procedures that ensure quality of care, clinical and administrative performance expectation outcomes are achieved. Provide dental/oral care direction, consultation, and project services to County contracted dental providers directed toward the promotion of public health oversight of clinical care delivery in a public health and Community Health Center setting.

Examples of Essential Duties EXAMPLES OF PRINCIPAL DUTIES (Duties assigned to this level include, but are not limited to, the following examples. Any one position may not perform all listed tasks.) Function as full member of the senior leadership team to plan, develop, implement and evaluate clinic dental programs and services. Set direction for all clinical dental/oral services staff, contracted dental providers, and community partners, and the delivery of dental/oral services in clinics and community-based projects.

In partnership with the Administrator and/or Dental Director, collaborate, analyze, and evaluate clinical activities of the dental/oral programs to assure program activities meet the highest patient care standards. Monitor program expenditures to ensure cost effectiveness. Prepare reports for the Health Council and fiscal offices, as required.

Ensure compliance with grant provisions and federal, state, and local public health guidelines and regulations. Assess and monitor quality of care in the clinic. Supervise Dental Staff.

Duties include: Recruit, hire, orient, supervise volunteers, and direct educational activities. Develop, implement and monitor clinical policies and procedures; review and evaluate products, methods and procedures including implementing strategies that increase integration of services, compliance with policy and procedures in dental care, and meet strategic objectives. Monitor and evaluate dental/oral program products, methods and procedures and direct the implementation of necessary change.

Collaborate with outside agencies (state, federal and regional), citizen groups, executive management, school districts, non- profit organizations, and other interested parties. Coordinate community health oral based services (i.e. mobile, satellite clinics, events, etc.,) Support, coach, and provide feedback and support to contracted dentists who participate in the Medicaid dental plan; review and approve specialty care requests.

Direct and manage the allocation of services based on analysis of available resources. Work with Administrative and Accounting staff to manage grant funding in adherence with budget restraints. Plan and schedule work, assign duties to staff members, and evaluate work performance.

Give advice to employees on work and administrative matters. Resolving complaints, effect minor discipline, and identify developmental and training needs of employees. Oversee ensuring tools, supplies, and equipment are available for staff use.

Perform related duties as assigned. Work closely with Contracted Dentists, School Staff, Community Partners, and others to facilitate dental services for entire County population. Typical Qualifications KNOWLEDGE, SKILLS, ABILITIES Knowledge of personnel management.

Knowledge of budget administration. Knowledge of the management of community health dental programs. Experience with dental health programs and/or services preferred.

Skill in interviewing. Skill in conflict resolution. Skill in performance management.

Able to develop comprehensive department plans, budgets, and schedules. Able to supervise and direct the work of others to attain high quality work in an efficient manner. Able to use initiative and judgment in completing tasks and responsibilities, establishing new policies and procedures, and resolving novel problems and technical challenges.

Able to communicate effectively orally and in writing. Able to meet and deal with a variety of employees, advisory boards, community groups, committees, clients/patients, vendors, and county staff. QUALIFICATIONS Bachelor's Degree in healthcare administration, management, business or related field.

Three years of professional management experience preferred. Must have had successful supervisory or project management experience or education. Must have a valid Oregon driver's license and maintain an acceptable driving record.

Supplemental Information SUPERVISORY CONTROLS This classification works under the general direction of the Health & Human Services Department Administrator while independently administering a complex area of responsibility. Uses discretion to apply general goal and policy statements, to develop recommendations, and to resolve program problems. Work is accomplished within a broad framework, with authority and responsibility in the area of service.

GUIDELINES Numerous and extensive guidelines, regulations, laws, statutes, professional standards of practice, union contractual agreements, and management and budget references control the work. The employee uses considerable judgment in interpreting the guidelines in light of particular circumstances presented. PHYSICAL DEMANDS AND WORK ENVIRONMENT The work is performed in a medical/dental clinic, office environment, mobile clinic, and in the community.

It may involve reaching, walking, standing, sitting, bending, and lifting up to 30 pounds in the assessment and treatment of patients. Work requires exposure to infection and contagious disease. SELECTION PROCESS Following the closing date of this recruitment, you will hear from us by email.
