Job description


PacSci EMC, a Ralliant operating company, is seeking a Senior Program Manager to lead complex aerospace and defense programs supporting major customers and mission-critical applications. This role serves as the primary customer-facing leader for assigned programs and is responsible for program execution, customer engagement, proposal leadership, financial performance, and cross-functional coordination.
Responsibilities
• Lead program execution for assigned aerospace and defense customers while serving as the primary customer-facing representative for PacSci EMC.
• Manage multiple complex programs simultaneously, including large-scale programs exceeding $100M in annual revenue.
• Own program financial performance, including estimate-to-complete (ETC), estimate-at-complete (EAC), forecasting, and overall program execution.
• Lead customer communications, contract negotiations, proposal activities, and pricing discussions.
• Develop and implement strategies for expanding business opportunities with existing and new customers.
• Maintain strong customer relationships while ensuring contractual requirements, schedules, and deliverables are achieved.
• Coordinate proposal development efforts, including management and cost volume preparation, pricing recommendations, and bid/no-bid assessments.
• Generate and release program work authorization documentation defining scope, schedules, budgets, contractual requirements, and deliverables.
• Develop and maintain sales and order forecasts for assigned programs.
• Assess Voice of Customer (VOC) feedback to identify business opportunities and recommend growth strategies.
• Prepare and present program reviews, customer updates, and executive-level presentations.
• Partner cross-functionally with Engineering, Manufacturing, Contracts, Procurement, Finance, Quality, Strategic Sourcing, and Business Development teams.
• Drive accountability and execution internally to ensure customer commitments are achieved.
• Maintain regular operational engagement with production and manufacturing teams; this is not a desk-only role.
• Travel as required to support customer, program, and business needs.
• Mentor and support less experienced Program Managers by sharing customer management and program execution best practices.
• Perform other duties as assigned.
Qualifications
• 6-10+ years of Program Management experience within aerospace, defense, semiconductor, or complex technical manufacturing environments.
• Strong customer-facing experience managing external customers and high-visibility relationships.
• Experience managing multiple programs simultaneously in fast-paced environments.
• Demonstrated ability to manage difficult customer situations, competing priorities, and program execution challenges.
• Strong financial acumen with working knowledge of ETC/EAC forecasting, margins, and program financial performance.
• Experience supporting proposals, pricing activities, and contract negotiations.
• Ability to drive accountability and execution across cross-functional teams.
• Experience managing program risk, customer expectations, and changing priorities.
• Strong communication, presentation, and negotiation skills.
• Comfort operating in a fast-paced, highly visible, customer-driven environment.
• Lean/Six Sigma understanding preferred; Green Belt certification is a plus.
• Experience with ERP systems such as Oracle, SAP, or similar enterprise systems preferred.
Education and Experience
• Bachelor's degree in business, Engineering, or related field required.
• Experience within aerospace and defense environments preferred but transferable experience from adjacent industries will be considered.
Work Environment & Travel
• This position is fully onsite in Chandler, AZ.
• Travel expectation is approximately 25%, primarily customer-facing travel.
• This role operates in a fast-paced environment requiring strong prioritization, communication, and operational engagement.
ITAR Requirement
This position requires compliance with U.S. export control regulations. Candidates must be legally authorized to work in the United States. Visa sponsorship is not available for this role.
